JOINT CIVILIAN ORIENTATION CONFERENCE
Yorktown, Virginia (Apr. 26 1999)–The crew of the Coast Guard Cutter Hornbeam (WLB 394) secures the buoy chain after pulling a buoy out of the water as part of the JCOC demonstration at Reserve Training Center Yorktown. The Joint Civilian Orientation Conference (JCOC), sponsored each year by the Secretary of Defense, brings together 60 noted civilians from around the country–a broad cross-section of opinion leaders–and gives them a weeklong, intense orientation on the U.S. military. The program begins with high-level briefings at the Pentagon and then takes the participants to various installations across the country for “hands-on” experiences. USCG photo by PA1 Telfair Brown.
