The Army’s surplus gun pipeline may be fixing to run dry

Last week the U.S. Senate overwhelmingly passed the 2017 defense authorization act– but hidden inside its pages is a section that could destroy the military’s current stock of surplus rifles and pistols.

The Senate’s version of the 2017 National Defense Authorization Act authorizes some $602 billion in spending and despite President Obama’s threat to veto the annual policy measure over issues including a ban on closing the Guantanamo Bay military prison, saw widespread support, passing 85-13 last Tuesday.

While many have noted the measure includes such items as requiring females to register for the draft beginning in 2018, others have been lost in the almost kafkaesque layers of the bill.

In short, within 90 days of the bill becoming law, the Army would transfer almost all of the surplus guns it held at Anniston to Rock Island for meltdown. The only exceptions would be for up to 2,000 M1911 pistols and 2,000 M14 rifles that could be donated to military museums for preservation.

This could mean the death knell for surplus guns for CMP, the 1033 Program which supports some 8,000 local police agencies, and the Ceremonial Rifle Program which provides guns for veterans’ groups such as the VFW and DAV.

Update on the supply of M1 Carbines up for grabs from the CMP:

Remember, if you live in the Anniston or Camp Perry areas, the stores will have a limited supply of these guns available on Feb. 4.

CMP says: Since our mail orders sold out in one day, we thought it would be wise to notify our store customers that there will be less than 35 full M1 Carbines in each store.

CMP to see (a few) M1 Carbines

I remember as a kid you could buy M1903A3s and M1917s from the Civilian Marksmanship Program for a song. Those WWI/WWII supplies ran out about the time Clinton did.

For the past 20 years or so its just been M1 Garands left (I picked up a couple back when they were around $350-$400 and wish I had bought more) with the occasional other martial arm sold at auction as old stocks were handed over by the Army– typically from guns returned from overseas (a bunch of Bavarian police marked M1 Carbines came back several years ago) and by disbanded veterans groups (sadly, the Greatest Generation is going the way of the Doughboys).

Well it seems CMP has picked up enough M1 Carbines from old Army stocks to release some to the public starting Feb. 1.

They will have guns made by Inland, Winchester, IBM, Quality Hardware, Saginaw, Standard Product and Underwood in two grades: Service for $685 each and Field for $625 each, with free shipping.

CMP to drop cache of 105 M1 Garand, IHC ‘Rack Grade’ Rifles

While millions of Garand rifles were made during the WWII era, the 1950s guns made by International Harvester at their Evansville, Indiana plant are some of the rarest and most collectible. All 337,623 IHC M1s were made during the Korean War era and immediately after. Further, its been proposed that these guns, held in arsenal the longest, were among the least used and most sent as aid to overseas allies in the 1960s, making them that much harder to find.

But it seems the Civilian Marksmanship Program has located a stack of them in their stockpile.

CMP has a very limited quantity of M1 Garand, IHC Rack Grade Rifles available (RM1IHCR). These rifles will be offered by mail order , sold as is, with no exchanges. The rifles are rack grade (rough but functional) and have been test fired. We will begin accepting orders 11/16/15. Any orders received prior to this date will be returned. Once your order is received in house, they are put into a container with all orders received that day. We DO NOT time stamp orders. We have approximately 105 rifles available. They are $760 each. Each customer is limited to one rifle. Due to the limited quantity and popularity of IHC rifles, if your order is not in house on 11/16/15, more than likely it will not be filled. We expect these rifles to sell out the first day.

CMP may get into the 1911 business

An add-on to the upcoming National Defense Authorization Act that passed committee includes a plan to transfer the U.S. Army’s remaining stock of .45 ACP 1911A1 pistols to the Civilian Marksmanship Program.

Added as an amendment by Rep. Mike Rogers, R-Alabama, while the NDAA was in debate in the House Armed Service Committee, it could see potentially the largest remaining stock of military surplus World War II-era handguns in government hands sold to the public.

The lawmaker disclosed that the military currently spends about $2 per year to store 100,000 Model 1911s that are surplus to the Army’s needs. While 8,300 have been sold or disposed of in recent years – largely through the controversial Department of Defense’s 1033 Program, which offers eligible law enforcement agencies up to one pistol per full-time officer – the guns still on hand have in many cases been stored since the 1980s when they were withdrawn from service in favor of the then-new Beretta 92F (M9).

SHIPPING AND HANDLING INCREASE: CMP S&H rates for rifles have increased to $24.95. Shipping rates have changed for other items also. Previously S&H for orders under $50 was $6.95 and $8.95 for orders over $50. New S&H is $6.95 for orders under $100 and $8.95 for orders over $100.

 

UPDATE ON .22CAL SIGHTS: CMP has accumulated a few hundred sights for the .22 cal rifles we have sold over the past 15 years. We are in the process of inspecting them and making them ready for sale, but do not expect to have them ready for another 2-3 weeks. Once they are ready, we will announce them via sales update email and list them on the estore.
