Coast Guard orders more Offshore Patrol Cutters as Canada’s CG Gets (Kinda) Militarized

After Eastern Shipbuilding in Panama City ruined the proverbial sheets on its four building Heritage (Argus) class Offshore Patrol Cutters for the Coast Guard, Austal of Mobile swooped in and picked up basically an emergency contract for two OPC, augmented with long lead time materials funding for a third granted in August.

Now, with the future USCGC Pickering (WMSM-919) and Icarus (920) under construction, and Active (921) planning to cut steel, Austal was just approved for $314 million in LLM funding for the 4th, 5th, and 6th cutters on their schedule.

“With a range of 10,200 nautical miles at 14 knots and a 60-day endurance period, each OPC will be capable of deploying independently or as part of task groups, serving as a mobile command and control platform for surge operations such as hurricane response, mass migration incidents, and other events. The cutters will also support Arctic objectives by helping regulate and protect emerging commerce and energy exploration in Alaska.”

The program of record for the OPC is an ambitious 25 hulls, the USCG’s largest shipbuilding program in history. Every single hull will be needed to replace the 13-ship 270-foot Bear class cutters and the 16 ships of the now 50+ year old 210-foot Reliance class cutters, as well as the elderly USCGC Alex Haley (WMEC-39), which entered service with the Navy in 1971 as USS Edenton (ATS-1).

And with that, how about this interesting USNI op-ed from LCDR Keith Blevins, USCG, on how the Navy can best get to its fleet number goal by keeping the Coast Guard’s production lines open for grey hulls.

He has a point in that the Navy is sleeping on the possibility of grey-hulled National Security Cutters with frigate capabilities and 158-foot WPCs becoming a new class of Navy PCs, back-filling the much-used 170-foot Cyclones, which were retired without replacement.

Meanwhile in Canada…

In further news, the 6,700-strong quasi-military (wears uniforms and has ranks and epaulettes, plus has a few small arms in lockers) Canadian Coast Guard (CCG) and “key employees” from Fisheries and Oceans Canada (DFO) have been shifted to the Canadian Ministry of National Defence.

The Canadian Coast Guard already has a good history of joint operations with NATO-allied Arctic CGs and Navies.

Formed in 1962 from a variety of services that date to 1867, the CGC has 119 vessels of varying sizes and 23 helicopters. This includes two large (25,000-ton) polar-class icebreakers under construction, the old 15,000-ton polar icebreaker CCGS Louis S. St-Laurent, eight medium (~5,000-ton) icebreakers, seven 4,700-ton “multi-tasked vessels,” 15 blue water offshore patrol vessels, and a whole catalog of smaller fisheries research vessels, lifeboats, and buoy tenders.

The CGC also has 16 light-lift Bell 429 (seen above) and 7 medium-lift Bell 412EPI helicopters, along with several DHC-6/7/8s, King Air 200s owned and operated by Transport Canada or contractors on behalf of CCG.

The service has over 100 bases, stations, and centers, including the Canadian Coast Guard Academy and four-year Canadian Coast Guard College, the latter with about 300 officer cadets enrolled.

The Canadian Department of Fisheries and Oceans (DFO) has some 600 armed green-uniformed officers with Smith & Wesson 5946s, rifles, and shotguns who conduct boardings from CCG ships, but there are no official figures available for how many have been transferred to the DND. The DFO had 1,908 active firearms on its latest audit.

In Canadian fashion, the change in “ownership” to DND (not the Canadian Armed Forces outright) doesn’t (necessarily) mean a more militaristic CGC. As noted by Minister of National Defense David McGuinty:

The CCG will remain a civilian Special Operating Agency. There are no plans to arm CCG personnel or assets, or to incorporate an additional enforcement role in the organization. The CCG will continue to deliver the essential services on which Canadians rely, including search and rescue, icebreaking, environmental conservation and protection, safe navigation, and supporting ocean science.

The superb silver lining for Canada is that the $2.392 billion (for 2024-25) budget for the CCG will now be counted towards the country’s long-lapsed NATO target of 2 percent of GDP in defense, which is currently only at a meager 1.37 percent. Talk about Trudeau-level L party bait and switch…

Coasties in New Places…and with new Cutters

Last week, the 154-foot Sentinel-class fast response cutter USCGC Frederick Hatch (WPC 1143), based in Guam, visited Tacloban in the Philippines on the occasion of the 79th Leyte Gulf Landing Anniversary while the larger frigate-sized USCGC Stratton (WMSL 752) called in Manila.

Hatch is the first of her class to visit the Philippines and will certainly not be the last as the FRCs are sailing far and wide, increasingly roaming around the West Pac. If you are curious, while calling at Tacloban she was 1,300 miles away from home, certainly within range as they have been logging patrols as long as 8,000nm in recent months.

“The expanded capabilities of the Fast Response Cutter represent more than just advanced technology; they symbolize the bridge of cooperation and goodwill between nations. The FRCs and their dedicated crews regularly play a pivotal role in international diplomacy. These vessels, along with their highly trained and professional crews, are ambassadors of peace and collaboration, said Capt. Nick Simmons, commander of U.S. Coast Guard Forces Micronesia/Sector Guam. “They foster understanding and trust across borders, making the seas safer not only for our own nations but for all nations that rely on the freedom of navigation and maritime security.”

Hatch is the 43rd FRC and was commissioned in July 2021, so she is a new hull.

The class has been around since 2012 when the leader, USCGC Bernard C. Webber (WPC 1101) was commissioned and sent to Miami.

Of relevance, the fourth of the class commissioned, USCGC Robert Yeard (WPC 1104) joined the fleet in 2013 and is currently out of the water at the CG Yard in Maryland where she is getting an overhaul, offering some great shots of her hull form.

As detailed by the cutter’s social media page:

Every three years the Yered gets hauled out for some much-needed maintenance including a top-end overhaul of the mains and a full paint job. For the next 140 days, it will be stripped, sprayed, welded, shafts and props dropped replaced, and cleaned. As hard as this ship works and runs, it needs it.

For reference, all of the FRCs are built by Bollinger in New Orleans and the current program of record is 65 hulls, although plans are for at least two to be placed in uncrewed a Recurring Depot Availability Program (RDAP)– otherwise known as “ordinary” back in the day, due to empty billets across the USCG. 

OPC Progress

Meanwhile, the future USCGC Argus (WMSM-915), the lead ship of the Heritage-class Offshore Patrol Cutter program and the sixth cutter to carry the name, is set to side-launch at Eastern Shipbuilding Group’s Nelson Shipyard near Panama City, Florida on Friday and proceed to finish fitting out in prep for commissioning.

The Heritage class is so-called as they are all to be named for historic cutters, a move I for one support and wish the Navy would take a hint when it comes to naming conventions. For example, the initial cutter Argus was one of the first 10 ships assigned to the U.S. Revenue Cutter Service, a predecessor service to the Coast Guard in 1791. Of the 10 original cutters assigned to the RCS, Argus spent the longest time in service. Subsequent cutters Argus were commissioned in 1804, 1809, 1830, and 1850.

Interestingly, the first OPC’s sponsor is not a politician but  Capt. Beverly Kelley, USCG, (Ret). She was the first woman to command an American military vessel when she was piped aboard the 95-foot Cape-class patrol boat USCGC Cape Newagen in 1979.

Kelly, a University of Miami alum who graduated from OCS in 1976, seen on Cape Newagen’s bridge back in the day when the USCG still allowed beards without a profile. She went on to skipper the 270-foot cutter Northland (WMEC-904) as well as the 378-foot cutter Boutwell (WHEC-719) before retiring in 2006, capping a 30-year career that included 18 in sea-going billets.

More on the Heritage (Argus) class

The main armament is an Mk 110 57mm gun forward with an MK 38 25mm gun over the stern HH60-sized hangar, and four remote .50 cal mounts. 

I say replace the Mk38 with a C-RAM, shoehorn a towed sonar, ASW tubes, an 8-pack Mk41 VLS crammed with Sea Sparrows, and eight NSSMs aboard, then call it a day.

But no one listens to me…

Current spending on the overbudget and overtime project puts the ships at $704 million per hull. Hopefully, this can be amortized out now that a second yard (Austal in Mobile) is working on the cutters and a big reason why Eastern is so far behind is a mix of teething issues with the brand-new design (in particular non-compliant shafts delivered by Rolls-Royce for the first to hulls) and the 2021-22 supply chain/Covid slow down.

As the OPC program of record is for 25 cutters– replacing the smaller 13-strong Bear class and 16-member Reliance classes of cutters– and, knowing the Coast Guard will be the backbone of the force in blue water for the next 40 years, it is important to get it right.

Coast Guard Welcomes Back an Old Name, Retires Another

One thing I like about the USCG is that they ditch a lot of the political rhetoric when it comes to cutter naming conventions, and make sure they salute their heroes and storied past vessels.

For instance, the first flight of 11 new 360-foot Offshore Patrol Cutters, large OPVs that will surely be sent into harm’s way several times at some point in their likely 50-year careers, all will carry the recycled names of traditional cutters that fought in the War of 1812, the Quasi-War, WWII, Vietnam, and the Great War.

One of the pending OPCs will honor USCGC Icarus (WPC-110) the famed 165-foot “B”-Class cutter that sank one of the first Nazi U-boats, U-352, in 1942 just after U.S. entry into World War II.

A great retelling of that lopsided David v Goliath sea clash, in which the German submarine had superior speed, surface and subsurface armament, is retold in Hickam’s Torpedo Junction.

In the book, Hickam spends a whole chapter on the humble Icarus— a gunboat that didn’t even have a sonar range finder– commanded by 52-year-old LT Maurice David Jester, a life-long Coastie enlisted in the service as a surfman in 1917, and its epic combat against Kptln. Helmutt Rathke’s U-352.

In the end, it came down to a surface action in which the cutter used all of its weapons, including Tommy guns, against the German, sending the sub to the bottom.

Then, in typical Coast Guard fashion, they saved 33 of her crew, including Rathke, and took them ashore to POW captivity for the duration.

Before steaming for Charleston, Jester transmitted: 

“Contacted submarine Destroyed same. Lat 34°12 ½” Long 76° 35″. Have 33 of her crew members on board. Proceeding Charleston with survivors.”

Jester was the first Coast Guardsman to receive the Navy Cross and one of only six service members to receive it during the war.

He retired in 1944 with the rank of full commander, capping 27 years of service that spanned the First World War, Prohibition, and the Second World War.

He is interred at Arlington.

In a fitting salute to the hard-charging commander of the Icarus, the Coast Guard late last week commissioned USCGC Maurice Jester (WPC-1152), a new 154-foot Sentinel-class fast response cutter. Fittingly, she also carries the WPC designation as Icarus and is only 11 feet shorter.

The fast response cutter’s motto is “Against All Odds”.

Farewell, Bayberry

As Jester comes to life, the Coast Guard is putting one of its longest-serving cutters to pasture.

Originally commissioned in 1954 just as Buoy Boat CG-65400-D, the USCGC Bayberry (WLI 65400) picked up her name a few years later when the service authorized naming vessels 65 feet long or larger.

Captained by a senior chief petty officer and crewed by seven other enlisted, she had been working hard from San Francisco to Washington to Oak Island where she has been stationed since 2009. The “Keeper of Cape Fear” was just decommissioned after 69 years of service.

As noted by the USCG:

The Bayberry’s recent accomplishments include post-hurricane Dorian operations, where the crew led a waterways reconstitution mission, completed a complex voyage correcting 40 aids to navigation discrepancies, enabling the rapid resumption of ferry service, and facilitating the delivery of emergency supplies to 700 residents stranded on Ocracoke Island.

In typical Coast Guard fashion, Bayberry is to be replaced by the rather stalled 35-vessel Waterways Commerce Cutter program, which is far from its first delivery.

USCG Updates: Healy makes North Pole while Austal Gets Closer to making Cutters

On a solo mission, the one-of-a-kind medium icebreaker USCGC Healy (WAGB 20) reached the North Pole last week after traversing the frozen Arctic Ocean, marking only the second time a U.S. ship has reached the location unaccompanied, the first being Healy in 2015.

Healy departed Dutch Harbor, Alaska on 4 September for a months-long, multi-mission deployment with the intention to reach latitude 90 degrees North in support of oceanographic research in collaboration with National Science Foundation-funded scientists throughout their transit to the North Pole and recently helped keep tabs on a Sino-Russian surface action group that was poking around the Aleutians– the latter a sort of empty gesture as the icebreaker is unarmed.

“The crew of Healy is proud to reach the North Pole,” said Capt. Kenneth Boda, commanding officer of the Healy. “This rare opportunity is a highlight of our Coast Guard careers. We are honored to demonstrate Arctic operational capability and facilitate the study of this strategically important and rapidly changing region.”

Healy, which departed its Seattle homeport on July 11, currently has thirty-four scientists and technicians from multiple universities and institutions aboard, and nearly 100 active duty crew members.

During the cutter’s first Arctic leg of the patrol throughout July and August, Healy traveled into the Beaufort and Chukchi Seas, going as far north as 78 degrees. As a part of the Office of Naval Research’s Arctic Mobile Observing System program, Healy deployed underwater sensors, sea gliders and acoustic buoys to study Arctic hydrodynamics in the marginal and pack ice zones.

In addition to enabling Arctic science, Healy also supported U.S. national security objectives for the Arctic region by projecting a persistent ice-capable U.S. presence in U.S. Arctic waters, and patrolling our maritime border with Russia.

On their second Arctic mission of the summer, while transiting to the North Pole, Healy embarked a team of researchers as a part of the Synoptic Arctic Survey (SAS). SAS is an international collaborative research program focused on using specially equipped research vessels from around the world to gather data throughout the Arctic across multiple scientific disciplines. Dr. Carin Ashjian, from the Woods Hole Oceanographic Institution in Massachusetts, is currently serving alongside Dr. Jackie Grebmeier as co-chief Scientists onboard Healy with support from the National Science Foundation.

“We are excited to reach the Pole!” said Ashjian speaking on behalf of the embarked science party. “We have little information from the ocean and seafloor at the top of the world so what we collect here is very valuable. It also fills in data from a region, the western Central Arctic, which was not sampled by other ships in the SAS. Our joint efforts with the Healy crew are producing important science results.”

After deploying a series of scientific equipment to collect valuable data at the North Pole, crew members and the science team were granted ice liberty. During this time, they enjoyed taking pictures and posing with a “North Pole” that had been erected on the ice. Healy also used the unique setting to advance two crewmembers and conduct a cutterman ceremony for three crewmembers who each recently achieved the career milestone of five years of sea service.

OPCs

We’ve talked about the 25-ship Offshore Patrol Cutter (OPC) program of record several times in the past few years and it is one of the most exciting shipbuilding initiatives for the American maritime service. Intended to complement the capabilities of the service’s 418-foot frigate-sized National Security Cutters, growing flotillas of 154-foot Fast Response Cutters, and planned (armed) Polar Security Cutters “as an essential element of the Department of Homeland Security’s layered maritime security strategy.”

The OPCs will replace the 12 remaining 1960s-built 210-foot Reliance-class and 13 1980s-built 270-foot Bear-class cutters, on a hull-per-hull basis, with a larger and much more capable class of large OPVs or “surveillance frigates” that can likely still serve in lots of constabulary roles around the world, freeing up Navy destroyers for more combat-oriented tasks.

The first flight of 11 OPCs has been awarded to Eastern Shipbuilding Group, Inc. (ESG) and they have a quartet– class leader USCGC Argus (WMSM 915), followed by USCGC Chase (WMSM 916), USCGC Ingham (WMSM 917) and USCGC Rush (WMSM 918)— in various stages of completion already at their Nelson Street facility in Panama City.

Well, the Coast Guard, in an effort to get all 25+ of these hulls completed ASAP, announced earlier this year that a second yard, Austal in Mobile, Alabama, would get to work on the second flight of 11 OPCs, a contract estimated at being worth $3 billion smackers (which is a deal these days for 11 American frigate-sized OPVs).

The latter just got a lot closer to getting real as ESG removed their protest over the award.

As noted by the Coast Guard on Wednesday:

The Coast Guard today issued a notice to Austal USA, the offshore patrol cutter (OPC) Stage 2 contractor, to proceed on detail design work to support future production of OPCs. The Coast Guard issued the notice following the withdrawal of an award protest filed in July with the Government Accountability Office by an unsuccessful Stage 2 offeror.

The Coast Guard on June 30, 2022, awarded a fixed-price incentive (firm target) contract through a full and open competition to Austal USA to produce up to 11 offshore patrol cutters. The initial award is valued at $208.26 million and supports detail design and long lead-time material for the fifth OPC, with options for production of up to 11 OPCs in total. The contract has a potential value of up to $3.33 billion if all options are exercised.

The Coast Guard’s requirements for OPC Stage 2 detail design and production were developed to maintain commonality with earlier OPCs in critical areas such as the hull and propulsion systems, but provide flexibility to propose and implement new design elements that benefit lifecycle cost, production and operational efficiency and performance.

WASHINGTON – The Coast Guard awarded a fixed-price incentive (firm target) contract to Austal USA of Mobile, Ala. to produce up to 11 offshore patrol cutters (OPCs). The initial award is valued at $208.26 million and supports detail design and long lead-time material for the fifth OPC, with options for production of up to 11 OPCs in total. The contract has a potential value of up to $3.33 billion if all options are exercised.

In 2019, the Coast Guard revised the OPC acquisition strategy to mitigate emergent cost and schedule risk by establishing a new, full and open competition for OPCs five and through 15, designated as Stage 2 of the overall program. Informed by industry feedback received through a robust engagement strategy, the Coast Guard released a request for proposal Jan. 29, 2021, for OPC Stage 2 detail design and production. The Coast Guard’s requirements for OPC Stage 2 detail design and production were developed to maintain commonality with earlier OPCs in critical areas such as the hull and propulsion systems, but provide flexibility to propose and implement new design elements that benefit lifecycle cost, production and operational efficiency and performance.

“The offshore patrol cutter is absolutely vital to Coast Guard mission excellence as we recapitalize our legacy medium endurance cutters, some of which are more than 50 years old,” said Adm. Linda Fagan, commandant of the Coast Guard. “The OPCs are the ships our crews need to protect our national security, maritime safety and economic prosperity. I look forward to the new cutters joining our fleet.”

The 25-ship OPC program of record complements the capabilities of the service’s national security cutters, fast response cutters and polar security cutters as an essential element of the Department of Homeland Security’s layered maritime security strategy. The OPC will meet the service’s long-term need for cutters capable of deploying independently or as part of task groups and is essential to stopping smugglers at sea, interdicting undocumented non-citizens, rescuing mariners, enforcing fisheries laws, responding to disasters and protecting ports.

Austal, of course, is the joint Australian-American operation that has built the controversial Independence-class of littoral combat ships and Spearhead-class expeditionary fast transport ships, all notably with composite hulls. The OPCs will be the company’s first steel-hulled warships.

That has caused some heartburn with Florida Congresscritters.

The Coast Guard made a mistake in its Offshore Patrol Cutter stage II decision. Eastern Shipbuilding is known for quality products and the Coast Guard knows this. I am very concerned the foreign company awarded the contract lacks experience in building steel vessels. This will ultimately cost taxpayers more money, and further delay these ships from entering service to protect our nation’s shores. My office will work to push the Coast Guard to reconsider this decision.

I will continue to fight for more economic opportunity for the people of Florida’s Second Congressional District.

Coast Guard Updates: Islands fading, SLEP’ing Bears, and OPC gains steam

From the DHS/USCGC FY2023 Budget book are a few gems including the drawdown of the once-mighty 49-ship strong Island-class 110-foot patrol boats— built between 1985-1992– the fact that at least one of the circa 1960s 210-foot Reliance-class cutters will decommission soon, and one of the 13 crews of the circa 1980s 270-foot Bear-class cutters will be disbanded as the class undergoes a Service Life Extension Program (SLEP) process to continue service for another decade (or two) as the Offshore Patrol Cutter comes onboard.

Islands

We’ve talked a bunch about the Islands in past years, and they deserve it, as they are great boats. The planned drawdown leaves just five Island-class cutters in domestic waters, three in New England and two in the Pacific Northwest, areas where smaller 87-foot boats have a tougher go of it:

Of note, Anacapa is somewhat famous, having sunk by NGF a Japanese “zombie trawler” a few years back.

Cuttyhunk is set to decommission this week– on Thursday 5 May– after 33 years of service and will be replaced at Port Angeles by Anacapa who just shipped down there from Alaska, where she has, in turn, been based for the past 32 years.

A snippet of Cuttyhunk’s long and distinguished career: 

Over the past 34 years of service, Cuttyhunk’s crew conducted a wide range of operations. The cutter’s crews completed over 1,000 operations ranging from law enforcement boardings to search and rescue responses throughout the Pacific Northwest. Cuttyhunk assisted U.S. Naval Base Kitsap Bangor in several submarine escorts before Coast Guard Maritime Force Protection Unit Bangor was established to ensure the safe transport of Ship Submersible Ballistic Submarines.

Nicknamed “The Pest of the West”, Cuttyhunk assisted in one of the largest maritime drug seizures in the Pacific Northwest, near Cape Flattery, Washington, in December of 1997. More than 3,500 pounds of marijuana, estimated at a street value of $15 million, was recovered from the OK Jedi, a 60-foot sailboat with three people onboard.

Bears in hibernation

The Coast Guard has a habit of doing most of their repair, modernization, and SLEP work in-house, at the Government-owned CGY in Maryland. If only the Navy had such a program, right?

Anyway, USCGC Seneca (WMEC-906), commissioned in 1987, is the sixth of the 270-foot Bear-class cutters completed but is the first to complete its nine-month SLEP. Besides hull work in drydock, this included replacing generators and updating systems throughout the ship.

Incidentally, the Coast Guard Yard has been the DOD’s primary supporter of the MK 75 76mm gun, as everything that carried the old OTO Melera Super Rapid in the U.S. Navy (FFG-7, PHM, etc) has been decommissioned.

Offshore Patrol Cutter

Panama City’s Eastern Shipbuilding Group is celebrating the award of the fourth Heritage Class offshore patrol cutter (OPC), the future USCGC Rush (WMSM 918), as Hull# 309A last week. The Coast Guard plans to field as many as 25 of the new 360-footers to replace both the 210-foot Reliance and 270-foot Bear-class cutters.

The three other OPCs under contract to ESG, all in various states of construction:

Second Offshore Cutter on the Way, 23 to go!

Late last month, Eastern Shipbuilding Group, Inc. (ESG) hosted the keel authentication ceremony for the U.S. Coast Guard’s future Offshore Patrol Cutter (OPC), USCGC Chase (WMSM 916), at their Nelson Street facility in Panama City.

USCGC Chase is the second OPC laid down, following on class leader USCGC Argus (WMSM 915), is part of a ~25 ship sloop/light frigate/corvette/offshore patrol vessel group meant to replace the over half-decade old 210-foot Reliance and 30-year-old 270-foot Bear-class medium endurance cutters.

OPC Characteristics:
•Length: 360 feet
•Beam: 54 feet
•Draft: 17 feet
•Sustained Speed: 22 Plus knots
•Range: 8500 Plus nautical miles
•Endurance: 60 Days

The main armament is a Mk 110 57mm gun forward with a MK 38 25mm gun over the stern HH60-sized hangar, and four M2 .50 cal mounts. 

I say replace the Mk38 with a C-RAM, shoehorn a towed sonar, ASW tubes, an 8-pack Mk41 VLS crammed with Sea Sparrows, and eight NSSMs aboard and call it a day.

But no one listens to me…

Anyway, 

The first flight of 11 OPCs will include the ActiveArgusDiligence, and Vigilant, named for four cutters of the first fleet [of Alexander Hamilton’s 10 revenue service cutters in 1791] and subsequent cutters with the same names.

OPC Pickering will pay homage to the distinguished combat record of the Quasi-War cutter Pickering.

OPC Ingham will carry the name of a 327-foot “Treasury”-class cutter that served with distinction in World War II. [See Warship Wednesday entry on Ingham here]

OPC Icarus will honor the fearless 165-foot cutter that sank one of the first Nazi U-boats after U.S. entry into World War II.

OPCs Chase and Rush will bear two cutter names long associated with the Coast Guard, most recently with two high-endurance cutters of the 378-foot Hamilton-class [who put in time on the gun line off Vietnam.]

OPCs Alert and Reliance will bear the names of two famed workhorses of the medium-endurance cutter fleet.

USCG keeps the lineage intact with OPC cutter names

The Coast Guard just dropped the names for the first flight of 11 new 360-foot Offshore Patrol Cutters.

The agency stuck with the naming convention of recycling historical cutter names which is so much better than, oh, naming them after current members of Congress in charge of purse strings or, say, the political whims of the SECNAV.

From the CG:

The first flight of 11 OPCs will include the Active, Argus, Diligence and Vigilant, named for four cutters of the first fleet [of Alexander Hamilton’s 10 revenue service cutters in 1791] and subsequent cutters with the same names.
