Here we see a great bow-on view of the Brooklyn-class light cruiser USS Savannah (CL-42) in 1938, likely on her visit to her namesake East Coast Georgia city.

The nine Brooklyns, all ordered in 1933, was an improvement on the preceding New Orleans class with a London Naval Treaty-compliant 10,000-ton (listed) displacement. In true cruise fashion, while the armor was thin (just 2-inches on most of the belt), they were fast at 32+ knots and had one of the strongest gun armament of their type in the world. This was centered around fifteen (15) 6″/47 (15.2 cm) Mark 16 guns in five three-gun turrets capable of a 60-degree elevation.

Each of these could lift a 130-pound super heavy AP shell or a 105 HC shell to a maximum of 26,000 yards. Further, they could be loaded extremely fast, an average of 8-to-10 shells a minute per gun. During gunnery trials in March 1939, USS Savannah (CL-42) fired 138 6-inch rounds in one furious minute.

As with the rest of her class, she had extensive aviation facilities, actually greater than that of a small seaplane tender. This included a large hangar, two stern catapults, and the ability to carry as many as six single-engine floatplanes with two more stored on deck. Larger flying boats, while they could not be accommodated onboard, could be fueled alongside.

Laid down 31 May 1934 at New York Shipbuilding in Camden, New Jersey, Savannah was the fourth on the Naval List since 1799, the most important of which was the Brandywine-class frigate that helped captured California from Mexico and go on to bag several Rebel blockade runners in the Civil War. She was commissioned on 10 March 1938.

Her peacetime service was spent in a series of memory-making cruises including visiting her hometown, ranging to England, visiting the Caribbean, and clocking in with the Pacific Fleet, taking part in Fleet Problems XX and XXI.

As part of the Atlantic Fleet, once the balloon went up in Europe, Savannah was detailed to FDR’s Neutrality Patrol as CruDiv 8’s flagship.

Then came war

On December 7, 1941, she was at anchor in New York Harbor and quickly made ready for a real-life shooting war.

Spending most of 1942 screening the carrier USS Ranger (CV-4) in the Atlantic, she ranged as far south as Brazil and as far north as iceberg alley, cruising through U-boat-infested waters. That October, she joined Adm. Hewitt’s Western Naval Task Force, part of the Operation Torch landings in Vichy French Morocco.

On 8 November 1942, she covered the landing beaches for elements of Lucian K. Truscott’s 9th Infantry across Red, Red 1, Green, Blue, and Yellow Beaches while the planes of her old companion, Ranger, flew top cover. Her guns fired for the first time in anger, silencing several Vichy batteries near the old masonry fortress at Kasba, the latter of which was held by French Foreign Legionnaires.

In all, Savannah fired 1,196 6-inch and 406 5-inch shells by nightfall. The next day, she added another 892 6- and 236 5-inchers to that tally, helping to stop a column of Renault R35 light tanks and work over additional French batteries in support of Truscott’s move inland.

Her humble Seagulls also got in some kills– with the unusual tactic of dropping depth charges on land targets.

Per DANFS:

During that same day, Savannah’s scout planes set a new style in warfare by successfully bombing tank columns with depth charges, whose fuses had been altered to detonate on impact. The scout planes, maintaining eight hours of flying time daily, struck at other shore targets, and also kept up antisubmarine patrol. One of Savannah’s planes located an enemy 75-millimeter battery which had been firing on Dallas and eliminated it with two well-placed depth charges. The cruiser added to the carnage when one of her 5-inch salvoes touched off a nearby ammunition dump.

Over the course of a five-day period between 7 and 11 November, Savannah’s five SOC-3s clocked over 40 hours aloft, dropping no less than 14 325-pound and 35 100-pound depth charges on a mixture of targets both ashore and at sea.

Following the French capitulation, she returned to Norfolk, in the same train as the battleship Texas and other cruisers, at the end of November. She was soon assigned to Task Group 23.1 (Cruiser Division Two), with a duty to prowl South American waters for German blockade runners and commerce raiders.

On 10 March 1943, while on patrol with the destroyer USS Eberle (DD-430), she came across the armed Dutch freighter Kota Tjandi, which had been captured by the German Hilfskreuzer (auxiliary cruiser) Komet manned by a prize crew who had hopes of sailing her past the blockade to the Fatherland with her valuable cargo of 4,000 tons of tin and rubber. After firing shots across her bow and one of her Seagulls stitched up the sea in front of the blockade runner with a machine gun blast, a boarding crew moved to take control of the vessel but the Germans were too quick and sank her with scuttling charges.

Savannah took on board the 75 German survivors, a mix of navy and merchant mariners, and their captors searched and placed the POWs under guard below decks, landing them in the U.S. on 28 March. She also reportedly picked up floating stores to include “Japanese rice beer, French champagne, canned salmon and sardines, oranges, bread still warm from the oven, and women’s shoes with Hong Kong labels.” Brazilian fishermen also recovered tons of rubber bales from the sea.

In May, she departed New York for Oran, escorting a troop convoy of Patton’s 7th Army to the Med. There was more work to be done.

Then came a trip to Sicily.

Operation Husky

The invasion of Sicily, codenamed Operation Husky kicked off on the night of 9 July and Savannah played a pivotal role in the landings.

Lt. Col. William Orlando Darby, head and founder of the 1st Ranger Battalion, led his men ashore at Gela, fighting across the beach, through Italian coast defenses and withstood two days of counterattacks against German armor in the streets of the sea town, then captured the incredibly tough strategic nut that was the fortress town of Butera in a night attack at the top of a 4,000-foot hill. The very definition of light infantry, the largest ordnance Darby stormed ashore with was a single 37mm anti-tank gun, this meant that his fire support depended on the Navy, which had detailed Savannah to back him up.

In the official Army history of the Rangers in Italy, the CMH notes dryly that, “For all the courage of individual Rangers, naval gunfire support proved decisive in holding the town.”

As detailed in an interesting 185-page paper at the Joint Forces Staff College on the subject of Naval Surface Fire Support (NSFS) capabilities, past, present, and future– penned by an Army colonel– Darby’s experiences ashore under Savannah’s 15 6-inch guns is detailed in the Ranger daddy’s own words:

We were in a very desperate situation…we just couldn’t move. They had a tremendous amount of small arms fire and they had a very well dug-in and well-built position –concrete emplacements, pillboxes, and all. I had this little lieutenant of Artillery with me, who had all the naval gunfire of the Savannah at his control, and I decided to put him to use. I had one of my men who was in position on top of the hill up here and who could see the gun batteries that were firing on us, some five 149 and 150 howitzer batteries that were blazing away. I never realized naval gunfire could be so accurate. We started firing with Savannah and before we finished… forced five batteries to stop shooting. We examined those gun positions and in every battery position, we found at least one gun with a direct hit and at least one stack of ammunition blown in each place…

Before I took Butera she was giving fire support to me – and accurate fire support – at a range of 22,000 yards, which I think is something for people to remember. Naval gunfire support with ground observation and good communications is just like anybody else’s artillery: It is good. As a matter of fact, it is awfully fine artillery because when you say, “fire for effect”, you have 45 rounds of 6-inch shells in one minute. They have 15 guns and fire about three rounds a minute.

According to Savannah’s logs, she fired about 1,890 rounds of 6″/47 HC Mk.34 projectiles in 97 hours supporting the Rangers and other troops ashore, about two-thirds of her magazines.

In an attempt to coordinate the fire ashore, her AV det suffered greatly at the hands of German fighters, her lumbering Seagull observation biplanes– with a top speed of 143 knots and a self-defense armament of just two .30-caliber guns– were no match for pairs of Messerschmitt Bf 109s. Three of four were splashed on their first sortie.

Heading back to Algiers to replenish her magazines, it was there that she found herself amid a maritime disaster.

While Norwegian cargo ship Bjørkhaug loaded Italian landmines in the harbor of Algiers on 16 July 1943, one of the mines exploded. The blast effectively destroyed the ship, and inflicted hundreds of casualties on people in the area. The flames threatened British cargo ship Fort Confidence, which carried a load of oil, and Dutch tug Hudson bravely took her in tow out to sea, where the crew beached her to prevent further loss. Savannah stood by to render assistance during the fiery ordeal.

After rearming, it was off to Italy itself.

Operation Avalanche

Operation Avalanche, the Allied landings near the key port of Salerno on Italy’s boot, kicked off on 9 September 1943. Savannah was the first ship to open fire against the German shore defenses in Salerno Bay, providing fire support for the U.S. 5th Army until the 11th, when her world was rocked.

That morning at about 10:00 local, a Dornier Do 217K-2 bomber of III./KG 100 landed a 3,000-pound Ruhrstahl X-1 precision-guided, armor-piercing bomb on Savannah. The early smart bomb, known to the Allies as the Fritz X, hit the top of the ship’s number three 6/47 gun turret and penetrated deep into her hull before its 710-pound amatol warhead exploded.

The damage was crippling, blowing out the bottom of the ship’s hull, immediately flooding her magazines– which may have ironically saved the ship as it prevented them from detonating– and killed 197 of her crew. In respect to the flooding, Richard Worth, in his Fleets of World War II, observed that the lightweight “treaty cruiser” armor plan of the Brooklyns may have helped saying, “it sometimes seemed their flimsiness was a blessing.”

After eight hours dead in the water, Savannah was able to reignite her boilers and get up enough steam to make it to Malta under her own power, an impressive feat for a ship of any size that just took a major hit and had water inside one-sixth of her hull. Of note, German Fritz bombs on the same day sank the Italian battleship Roma, the flagship of the surrendering Italian fleet and on the16th hit the storied British battleship HMS Warspite, which had to be towed to Malta and was never fully repaired.

Over the next eight months, Savannah was extensively repaired to the point of being almost rebuilt, with new side bulges fitted and an updated 5-inch gun battery with modern fire control directors.

The rest of her war was much less active, although the reconstructed cruiser to part in the escort of President Franklin D. Roosevelt to the Mediterranean in January and February 1945 on his way to the Yalta conference. She finished WWII as a school ship in the Chesapeake, carrying out weekly training cruises. After VE-Day, she was used on two Magic Carpet cruises returning GIs from France.

She also made one last stop in her “hometown.”

Entering an inactivation overhaul at the end of 1945, Savannah was placed in reserve the next year and decommissioned on 3 February 1947. She earned three battle stars for her wartime service and would never sail under her own power again. Her service lasted just shy of nine years.

Epilogue 

Some of her sisters never made it to the end of the war, with Helena (CL-50) hit by three Japanese Long Lance torpedoes in 1943 during the confused night action at the Kula Gulf. Of the eight Brooklyns that passed into mothballs after the war, six were transferred to the navies of Argentina, Chile, and Brazil in 1951 to include the class leader who, as ARA General Belgrano, was sunk by a British submarine in the Falklands in 1982.

In the end, Savannah was the last of her class the U.S. fleet, with fellow sister Honolulu (CL-48) disposed of in 1959. In the end, she was sold for $172,090 to Bethlehem Steel Co., of Bethlehem, Pa., for scrapping on 6 January 1960, and on the 25th of that month, she was removed from Navy custody.

Her 21-page war diary as well as dozens of monthly diaries and logs are digitized in the National Archives.

Savannah is well-remembered in her namesake city and many artifacts and relics are dotted around town, as are markers.

There is also an array of contemporary maritime art in circulation including paintings and postcards.

The fifth Savannah, a name surely fit for a warship, was instead issued to a fleet replenishment oiler (AOR-4) in 1970 that served for 25 years.

The sixth Savannah, an Independence-class littoral combat ship, (LCS-28) is under construction in Mobile and was recently launched. Yes, she is an LCS, but at least she is a fighting ship.

The last surface action of World War II

While the daring overnight anti-shipping raid in July 1945 by the nine American destroyers of DesRon 61in Tokyo Bay, an action remembered today as the Battle of Sagami Bay, is largely seen as the last fleet combat involving commissioned warships in WWII as they tied up with a Japanese minesweeper and submarine chaser, it was not the last surface action.

No, that claim goes to a scrap between (sail-powered) gunned-up junks off the coast of China 75 years ago today, a full week after VJ Day. Ironically, by American military personnel who were previously training pirates to fight to the common enemy.

A force of two Ningpo junks with Chinese fishermen crews under the command of one LT Livingston “Swede” Swentzel, Jr., USNR manned by six other Americans along with 20 Chinese guerrillas, were set upon by a heavily-armed Japanese junk– carrying a crew of 83 as well as a 75mm pack gun– while at sea between Haimen and Shanghai, China.

From Swentzel’s citation:

The first round from the 75-mm. howitzer struck Swentzel’s junk shearing off the foremast. The Chinese crew left their posts and Swentzel took over the helm. Meanwhile, he established contact by means of handy talkie with his second junk and gave orders to close with the enemy. He also ran up the American Flag…

The ensuing 45-minute action saw the Americans fight it out with everything from bazookas and Thompson submachine guns to carefully tossed grenades. When the smoke cleared, the Allied junk force counted 10 casualties across their two vessels while the Japanese craft, boarded by a prize crew while dead in the water and smoking, held 45 dead and another 35 injured.

Not a lot of ballistic protection in a junk, it would seem.

The story ran in the October 5 Stars & Stripes (CBI Edition) and was picked up by papers stateside. 

Both Swentzel and Gunner’s Mate Third Class James Ralph Reid, Jr., USNR each received the Navy Cross in February 1946 from Commander Naval Group China, “in keeping with the highest traditions of the United States Naval Service.” They were the last two Navy Crosses issued in WWII.

The Pirate Connection

The reason why Swentzel and Company were in China was that they were assigned to the Sino-American Special Technical Cooperative Organization (SACO), working at Camp Eight training local forces against the Japanese, with their first clients being the rather infamous Chang Kwei Fong’s pirate group, the “Green Circle Brotherhood.” 

It would seem that Swentzel and his boys learned a little bit from the pirates as well.

Of course, it would not be the last time the U.S. Navy fought from junks– with Tommy guns.

Here in the foreground of the above image, we see the Huszar-class torpesobootzerstörer SMS Scharfschütze of the Austro-Hungarian Imperial and Royal Navy, the k.u.k. Kriegsmarine, in heavy seas, likely in the Adriatic around 1914. In a doomed fleet in which the surface forces saw very little actual combat during the Great War, Scharfschütze broke that mold.

The pre-Great War Austrian Kriegsmarine was strong in battleships (4 dreadnoughts, 14 pre-dreadnoughts), cruisers (2 armored, 10 protected/scout, 2 coastal defense), submarines (11) and torpedo boats (91) but was more sparse when it came to destroyers. In 1904, Vienna ordered a prototype destroyer from Yarrow, a 220-foot craft of some 400-tons based on the Imperial Japanese Navy’s Akatsuki-class which had been delivered five years previously.

Capable of 28 knots, the prototype vessel, Yarrow Yard No. 1171, was lightly armed with a single 70mm Skoda-supplied gun forward, seven 47mm 3-pounders, and a pair of 17.7-inch torpedo tubes. This was notably less powerful than Akatsuki, which carried a 4-inch Armstrong gun and five Hotchkiss 6-pounders.

Delivered in September 1905, Austria accepted the new destroyer as SMS Huszar (Hussar) and soon began building a dozen licensed clones at three domestic yards with Yarrow-supplied powerplants.

A 14th ship was laid down for the Chinese government in 1912 as part of another baker’s dozen tin cans. All of the Austrian ships were named for types of soldiers in the Dual Monarchy’s multi-ethnic military such as Ulan (Polish Uhlan lancers), Pandur (a Bosnian gendarme), Uskoke (a type of Croatian irregular) and Csikós (a type of Hungarian mounted troop).

The subject of our tale, Scharfschütze, was named for the classic Austrian Tyrolean sharpshooter.

Going into the history books, the name was also a traditional Austrian warship moniker. Most recently it had been used by gunboat on Lake Garda along the frontier between Italy and Austria. The vessel had been sold to Italy in the aftermath of the brief 1866 war along with the rest of the Garda flotilla for 1 million florins– a good deal more than what they were worth. After all, it didn’t make much sense to keep them as the Italians owned the lake they were on when the war was said and done.

Laid down at Stabilimento Tecnico Triestino (STT) San Marco outside of Trieste in April 1906, the new destroyer Scharfschütze was commissioned the next September.

Soon the ship, with a shallow draft of just slightly over 8-feet, was in use along the craggy coastline of the Balkans where Austria had gotten increasingly aggressive, annexing Bosnia-Herzegovina in 1908 from the ailing Ottoman Empire over the howls of most of Europe.

As the world sleepwalked towards the Great War, the Austrian Huszar-class destroyers were seen as smallish and under-armed when compared to contemporary greyhounds in their opposing fleets, a fact that in 1910 saw them land their 47mm guns in favor of larger 12-pounders and pick up a machine gun or two for use against the increasing threat posed by low-flying aircraft. At the same time, a larger (1,000-ton) class of tin cans with 4-inch guns, the Tátras, were laid down at a Hungarian shipyard.

During the Balkan Wars of 1912-14, in which a loose confederation of minor powers soundly beat the Turks only to turn on each other and lose half of their territorial gains, Scharfschütze was involved in blockading Albania. It was on this duty that, for one reason or another, she detained the lightly armed 156-foot Montenegrin royal yacht/gunboat Rumija, which had been carrying a cargo of captured Ottoman officers that the Austrian ship repatriated, likely to the great pleasure of the Turks.

War!

When the balloon went up and the lights went out across Europe in July 1914, the only Huszar classmate intended for the Chinese that was far enough along to complete, Lung Tuan, was seized and placed in Austrian service as SMS Warasdiner, after a type of Hungarian infantry common in the Seven Years War.

Scharfschütze, along with her sisters, joined the battlefleet in an abortive attempt to come to the aid of RADM Wilhelm Souchon’s hounded Mediterranean Division, composed of the battlecruiser Goeben and the cruiser Breslau. While Souchon famously skipped the Adriatic and made for Constantinople, Scharfschütze had to make do with coastal raids and patrols along her old stomping grounds off the rugged coast of Montenegro.

In doing so, she provided direct naval gunfire support for advancing A-H infantry, helped relieve the Franco-Montenegrin siege of Kotor from forces dug in along Mount Lovcen, shelled the monastery in Lastva where the Montenegrin headquarters was located at the time, helped destroy radio station towers along the coast, and screened the old battleship SMS Monarch, whose 9-inch guns were tasked with their own NGFS missions.

As Lovcen proved a tough nut for the Austrians to crack, our destroyer also screened the modern dreadnought SMS Radetzky, which was called in to lend her 12-inch guns to the campaign. Of note, Scharfschütze’s old foe, Rumija, was sunk during this time by Austrian torpedo boats.

Enter Italy

Germany, Austria-Hungary, and Italy were bound by the Triple Alliance agreement going back to May 1882 to come to each other’s aid in the event of a European war. This was key to Germany coming to Austria’s aid after the latter invaded Serbia in July 1914 but the more waffling Italy pumped the breaks when her statesmen realized they would have to stand against not only the upstart Balkan Slavs but also France and the might of the British Empire. Shopping around for a better deal, Italy broke her pact with the two Kaisers and turned against her former allies, siding with the Entente.

On 3 May 1915, Rome renounced the Triple Alliance and, perhaps to no one’s surprise, declared war against Austria-Hungary at midnight on 23 May, enticed by secret promises of slices of Austrian Alpine and Adriatic territory. London and Paris were fine with giving away Franz Josef’s land if it meant ending the war on a high note.

Of course, the entry of the Italian fleet into the conflict effectively bottled up the k.u.k. Kriegsmarine for the duration of hostilities, which made what came next even more dramatic.

The day the war turned hot for Italy, Scharfschütze was tasked with a special mission of retribution. Sailing with the light cruiser SMS Novara and two torpedo boats (SMS Tb 80 and Tb 81), they set out in the darkness for the Italian torpedo boat station at Porto Corsini, located just 60 nautical miles from the city of Pula, where the main Austro-Hungarian naval base on the Adriatic was located.

While the other ships remained just offshore, our destroyer crept past the outer mole in the predawn hours of 24 May and penetrated the inner harbor via the narrow Candiano canal, which only spanned 100 feet or so from shore to shore.

Once inside the harbor, Scharfschütze achieved complete surprise and opened with everything she had at around 03:20, sending two schooners to the bottom, damaging the lighthouse, destroying the semaphore station, the lifeboat station and various private homes while taking several Italian coastal batteries under fire.

While the goal of attacking the torpedo boats stationed there fell flat as the vessels weren’t in port, the Austrians did draw blood. A single Italian fatality, Navy electrician Natale Zen, killed in his bed by shrapnel was probably the first Italian killed in the conflict.

By 04:00, Scharfschütze reunited with Novara, screened by the cruiser’s guns, and withdrew for home. She suffered no casualties or reportable damage, a feat that brought decorations to her wardroom and crew, personally delivered pier side by the future and last Hapsburg Kaiser, Archduke Karl.

Of course, when compared to the scale of the global conflict, the raid was small potatoes and did not cause more than a pinprick’s damage to Italy’s war effort. Nonetheless, the audacity of sending a destroyer into an Italian harbor where it ran amok provided a useful victory to the flagging Austrian efforts and it was much celebrated in period propaganda.

Postscript

The rest of Scharfschütze’s war was active, with her tagging along on other, less successful coastal raids and in turn, finding herself in sharp surface actions against not only fast Italian MAS torpedo boats but also American subchasers and lived to tell the tale.

When the final act of the Great War played out and the Hapsburgs lost the throne amidst the Dual Monarchy’s disintegration as a country, the inventory of the k.u.k. Kriegsmarine that fell into the Entente’s hands was parceled out among its members.

Of the Huszár-class destroyers, two (Streiter and Wildfang) had been lost during the war. The survivors were doled out to France (Pandur and Reka), Greece (Ulan) and Italy who garnered the rest of the obsolete 1890s designed little tin cans to include Scharfschutze— the second time in Austrian naval history that a ship of that name was taken over by the country’s Roman foe to the South.

None of the ships survived the 1920s, having long since been scrapped as part of the interwar drawdown in naval tonnage.

There are now 40 154-foot patrol craft in the USCG

The new Sentinel-class Fast Response Cutter (FRC) has been termed an operational “game-changer,” according to senior Coast Guard officials. Based on the Dutch Damen Stan 4708 platform with some mods for U.S. use, Louisiana’s Bollinger Shipyards won a contract for the first unit, USCGC Bernard C. Webber (WPC-1101), in 2008 and has been plowing right along ever since.

A couple weeks ago, the yard delivered the 40th FRC to the Coast Guard, not a bad job in just 12 years.

The newest vessel, USCGC Oliver Henry (WPC-1140), was placed in commission, special status, on 30 July and will remain in Florida while the crew completes pre-commissioning trials and maintenance. The cutter is scheduled to arrive in Santa Rita, Guam, later in 2020, and will be the second of three planned FRCs stationed in Guam, an important upgrade to sea surveillance and patrol capabilities in America’s forward-deployed territorial bastion.

“The Fast Response Cutters are a real game-changer here in the Pacific for the Coast Guard,” said LCDR Jessica Conway, the Coast Guard 14th District’s patrol boat manager. “Already the FRCs stationed here in Hawaii are conducting longer missions over greater distances than the older patrol boats they are replacing.”

FRCs have a flank speed of 28 knots, a state of the art C4ISR suite, a stern launch and recovery ramp for a 26-foot over-the-horizon interceptor cutter boat, and a combat suite that includes a remote-operated Mk38 25mm chain gun and four crew-served M2 .50 cals.

Note the 25mm gun forward. Unlike older models, it is the stabilized Mod 2 variant with a day/night electro-optical sight. The Mod 2 has shown to be 3x more likely to hit a target than the eyeball-trained and manually-slewed Mod 0/1 guns.  

While listed as having a range of ~2,500nm, FRCs have deployed on 4,400nm round-trip patrols to the Marshall Islands from Hawaii– completing two at-sea refuelings from a Coast Guard buoy tender– and have shown themselves particularly adept at expeditionary operations in devastated littorals in the aftermath of hurricanes. Further, the class has deployed to the coast of South America in joint Operations Tradewinds exercises for the past two years.

“Here in the Pacific one of our greatest challenges is distance,” said Conway. “With the FRCs boasting a larger crew size and greater endurance, they are able to complete missions both close to shore and over the horizon, aiding both the people of Guam and our partners in the region.”

In a hat tip to the fact they are so much more capable, the USCG uses the WPC hull designation, used last by the old “buck and a quarter” 125-foot cutters of the Prohibition-era with these crafts, rather than the WPB patrol boat designation of the ships they are replacing.

Most important, later in 2020, Bollinger will be delivering the first of a half-dozen FRCs to the USCG that will be home-ported in Manama, Bahrain, to replace the 1980s-vintage 110-foot Island Class Patrol Boats supporting Patrol Forces Southwest Asia, the service’s largest unit outside of the United States. PATFORSWA is almost continually engaged with Iranian asymmetric forces in the Persian Gulf region.

St. Louis, arriving

Over the weekend, in an understated COVID-era ceremony, the latest USS St. Louis joined the fleet.

She is the 7th such vessel to carry the name and SECNAV made sure to touch on the missions of the first one, the 19th Century 24-gun sloop-of-war, rather than the two 20th Century cruisers with the same legacy. Because mission.

“Nearly 200 years after the first ship to bear the name was launched, today we commission the seventh USS St. Louis,” said Secretary of the Navy Kenneth J. Braithwaite. “Much like that sloop of war did in 1828, LCS-19 and her crew will protect the U.S. and our interests near and abroad. Whether conducting counter-narcotic operations in the Caribbean or working to enhance interoperability with partners and allies at sea, USS St. Louis will provide maneuverability, stability, and lethality in today’s era of Great Power Competition.”

St. Louis is the 22nd LCS to be delivered to the Navy, and the tenth of the Freedom-variant to join the fleet and is the seventh ship to bear the name. The first St. Louis, a sloop of war, was launched in 1828. It spent the majority of its service patrolling the coasts of the Americas to secure interests and trade. In addition, it served as the flagship for the West Indies Squadron working to suppress piracy in the Caribbean Sea, the Antilles, and the Gulf of Mexico region.

Of course, the most celebrated St. Louis in U.S. Navy history was past Warship Wednesday Alum “Lucky Lou,” the Brooklyn-class light cruiser that was the first to clear the Channel at Pearl Harbor and went on to earn 11 battle stars in WWII before going on to serve Brazil as the Lobster War flagship Almirante Tamandaré for another quarter-century.

After 30 years, Scout to hang it up

The Avenger-class mine countermeasures ship USS Scout (MCM 8) is the fourth Navy vessel to carry the name, following in the path of two Great War-era patrol gunboats– that ironically served concurrently– and a WWII minesweeper.

Laid down on 8 June 1987 at Peterson Builders in Sturgeon Bay, Wisconsin, like her sisters she has a wooden inner hull with a fiberglass outer shell.

Commissioned in December 1990, she has spent the past three decades being ready to work in a world filled with floaty explody things.

As noted by the minesweeper’s command:

USS Scout – MCM 8 would like to take the opportunity to invite all past and current crew members and family members to celebrate the decommissioning is USS Scout via Facebook. The ceremony will take place on 19 Aug. This may be the decommissioning of USS Scout, but Pathfinders will always lead the way! 

Amtracs are no joke

For years we had a company of the 4th Amtrac Bn stationed here in Gulfport and you often saw the giant AAVP7s moving around and operating offshore. They even responded to flooded neighborhoods after Katrina.

If you have ever seen an amtrac hit the water, you instantly realize why they call these cavernous tracks, “Iron Ducks.”

Sadly, one Marine is confirmed dead as well as seven additional Marines and one Sailor are missing and presumed to have likewise perished off the coast of Southern California following the swamping of an amtrac in a training exercise.

From I MEF: 

After an extensive 40-hour search, the 15th Marine Expeditionary Unit (MEU). I Marine Expeditionary force. and the Makin Island Amphibious Ready Group (ARG) concluded their search and rescue operation for seven missing Marines and one Sailor, today.

All eight service members are presumed deceased. The 15th MEU and the ARG leadership determined that there was little probability of a successful rescue given the circumstances of the incident.

On July 30, 15 Marines and one Sailor were participating in a routine training exercise off the coast of San Clemente Island, California, when the amphibious assault vehicle they were riding in, began to take on water and sank. Of the 16 service members, eight Marines were rescued, one died and two others are in critical condition at a local hospital.

“It is with a heavy heart, that I decided to conclude the search and rescue effort,” said Col. Christopher Bronzi, 15th MEU Commanding Officer. “The steadfast dedication of the Marines, Sailors. and Coast Guardsmen to the persistent rescue effort was tremendous.”

Over the course of the at-sea search, Marine Corps, Navy, and Coast Guard helicopter, ships and watercraft searched more than I,000 square nautical miles.

Assisting in the search efforts were the USS John Finn. the USS Makin Island, the USS Somerset, and the USS San Diego. Eleven U.S. Navy SH-60 helicopters and multiple Navy and Manne Corps small boats were also involved. The U.S. Coast Guard Cutter Forrest Rednour and a Coast Guard MH-60 Jayhawk helicopter from Coast Guard Sector San Diego assisted as well

“Our thoughts and prayers have been, and will continue to be with our Marines’ and Sailor’s families during this difficult time,” said Bronzi. “As we turn to recovery operations we will continue our exhaustive search for our missing Marines and Sailor.”

Efforts will now turn to finding and recovering the Marines and Sailor still missing. Assisting in the recovery efforts is the offshore supply vessel HOS Dominator, as well as Undersea Rescue Command, utilizing their Remotely Operated Vehicle to survey the sea floor.

The circumstances surrounding the incident are being investigated. The names of the Marines and Sailor will be released 24-hours after next of kin notification.

The ASW-centric steam-powered Knoxes, a 46-strong class, were in service with the Navy from 1969, and gave 25 years of hard service, with the final member of the breed, USS Moinester (FF-1097), decommissioned 28 July 1994 and transferred to Egypt soon after. The 51 more general-purpose OHPs began arriving in 1977 with the final unit, USS Kauffman (FFG-59), decommissioned 8 September 2015, leaving an unfilled “frigate gap” in the U.S. Navy for the first time since WWII.

Welcome to the flying boat gap you didn’t even know we had

Almost from the time of the Wright Brothers, the U.S. Navy utilized an increasingly complex series of amphibious “flying boat” aircraft. From hundreds of Curtiss C, F, and MF model flying boats acquired from 1911 through the Great War, the Navy in 1919 used the four huge NC boats to cross the Atlantic, making history.

The 1920s brought the PN flying boats while the 1930s saw the early P2Y-1 Clippers, followed by the PBY Catalina and PBY2 Coronado– with both of the latter going on to be World War II workhorses.

Then came the twilight of the U.S. Navy flying boat era with lumbering Martin PBM Mariner and P5M Marlin, which replaced the Catalina and Coronado, and the aborted Martin P6M SeaMaster, the latter a seriously capable jet-powered sea-based strategic bomber capable of dropping nuclear ordnance. With no desire to continue in the art of seaplanes and their associated tenders, the final flying boat operations of the U.S. Navy were the 1965 Market Time patrols of VP-40 in Vietnam.

And just like that, the Navy was out of the seaplane biz.

Since then, the military use of seaplanes, once surplus USAF Hu-16 Albatrosses aged out, have been left to countries like Canada, Russia, and Japan.

However, the stirring dragon, China, is now getting very serious about a very serious flying boat, the AVIC AG600 Kunlong. The size of a 737, the AG600 had its first flight in 2017, and, while not in production yet, already has orders from the “little blue men” adjacent China Coast Guard.

Most importantly, the AG600 just had its first water takeoff last week. 

While pitched as ideal for civilian uses such as firefighting, you would have to be smooth brained to gloss over the potential of a giant seaplane with a 2,800nm range to China, a country that is increasingly looking to build its Spratly Island territory across the contested South China Sea.

As noted by Kyle Mizokami at PM:

The AG600, with a maximum takeoff weight of 53.5 tons, can transport personnel and equipment to places like Mischief Reef in the South China Sea. The ability to take off and land from water will allow the PLA to keep Mischief Reef supplied even if the islet’s airfield is shut down by military action. Other military missions for the AG600 would include rescuing downed pilots at sea, convoy escort, reconnaissance, and anti-submarine warfare.

It increasingly seems like we are in 1940 rather than in 2020.

Kanyon: Not just a torpedo

Possibly one of the scariest weapons ever devised, the Russian 2m39 Poseidon (aka Status-6) NATO: Kanyon, a 65-foot long nuclear-powered intercontinental torpedo with an estimated warhead as large as 100 mega-tons, may or may not ever become operational. Submarine wonk HI Sutton over at Covert Shores has been covering this device for the past couple of years.

To put the strategy behind such a weapon into perspective, Dr. Mark B. Schneider, a Senior Analyst with the National Institute for Public Policy, just penned an essay at Real Clear Defense that paints a grim picture.

“Poseidon is a strategic rather than a tactical nuclear weapon. Calling it a ‘torpedo’ is also a mischaracterization,” says Schneider, pointing out that it is a semi-autonomous nuclear-powered UUV drone.

The crux:

The role of Poseidon appears to be to terrorize the U.S. and NATO into not responding to the initial Russian low-yield nuclear attack after the seizure of bordering NATO territory. Under its “escalate to de-escalate” or “escalate to win” nuclear doctrine, Russia is going to use nuclear weapons first. Deterrence and defense are necessary. A new generation of weapons is probably necessary to destroy the Poseidon. At a minimum, deterring genocidal nuclear attacks against our major port cities is a critical equity. There is no nice way of deterring genocide.
