The Buffalos

Organized on 11 January 1812, wiped out at the Raisin River Massacre, and reconstituted in 1861 to join the Army of the Potomac, the 17th Infantry Regiment was in the forefront of the Civil War, proving key at Fredericksburg. Post-bellum, they remained on the Army’s rolls and, after the Indian campaigns, fought in the Spanish-American War, during which nine men of its C and D companies earned the Medal of Honor at El Caney, Cuba in 1898.

In between WWI/WWII (Presidential Unit Citation for Leyte), Vietnam, and Korean service, the 17th chased Villa in Mexico and was involved in the Philippine Insurrection, fighting at Malolos, San Isidro, Tarlac, and Mindanao between 1899-1900.

The regiment’s 4th Battalion is currently part of the 1st Armored Division, where they serve as a mechanized infantry unit. Their nickname is “The Buffalos” after Lt.Gen. William Wilson “Buffalo Bill” Quinn, who commanded the regiment at Inchon and remained their Honorary Colonel for over 40 years after. Their regimental association is here.

Operation STAGE: The FBI sleeper agent plan in case Alaska was invaded

Just a half-decade after the end of WWII, it was thought that the Soviets could soon make a push to reclaim their lost North American colony, and the U.S. government turned to Hoover’s “G-men” to establish a plan to continue to generate clandestine intelligence from “somewhere in occupied Alaska” in that event.

The program started in January 1950 when a U.S. Navy Captain, Minor Heine, who held the position of director of intelligence for the service’s Alaskan Command, called FBI Special Agent in Charge John H. Williams at Anchorage– the new state’s largest city, which held about a third of Alaska’s 135,000-person population– to see how the Bureau could fit into the intel game in the event of a Soviet invasion or occupation. By the end of the month, Williams was meeting with Heine; Col. Wallis Perry, the U.S. Army’s top intelligence officer in Alaska; Lt. Col. Donald Springer, Perry’s corresponding representative with the U.S. Air Force; and other top military intelligence officers in the state. The subject of the meeting, which had been cleared by Heine with Gen. Nathan Farragut Twining– one of top commanders of the USAF and just a few years later appointed by President Eisenhower to be the Chairman of the Joint Chiefs of Staff– was to enlist the FBI in establishing a network of sleeper agents from among the local Alaskans that would be trained and placed in stasis during peacetime, then activated in the event of a potential future occupation. The role performed would be two-fold: to spy on the Soviets, sending back information of tactical and strategic importance to U.S. forces; and provide a system of safe houses for shot down U.S. and friendly aircrews or other military personnel behind the lines.

The local FBI went for the idea, then contacted Washington where the military’s Interdepartmental Intelligence Conference committee at the Pentagon– where the Bureau had a seat on the table due to their traditional role in counter-intelligence– hashed out some behind the scenes details over the next several months, the minutia of which are still classified. This small and very select chamber predated the efforts of today’s Defense Intelligence Agency, which was only formed in 1961. The newly-formed CIA was deliberately kept out of the loop in the discussion, with one FBI memo on the subject openly saying, “The principal advantage to the FBI’s assuming joint responsibility in these two programs is that it will preclude any other intelligence agency, such as the CIA, getting into the intelligence field in Alaska at this time.”

By May 1950, Washington, with the blessing of infamous FBI Director J. Edgar Hoover, decided to greenlight the effort in Alaska, to be headed by the Anchorage FBI office, using local contacts that had already been vetted by the agency– confidential informants and local sources who the Bureau was already using to keep tabs on possible Communist agitators in dockworkers unions, movie theater operators who showed Russian-language films, and the like. This latter suggestion was rebuffed by the agents on the ground in Alaska, who cabled back via coded radiogram in June, “Anchorage informants presently prevailing not believed to be the type suitable for this project, although office has contacts who possibly could function in such a program.”

Among those the G-Men thought would work as stay behind operatives were the sort of hard, frontier men who had proven themselves in the unforgiving region and had established ties that would keep them there in the event of a foreign invasion. In fact, most of the proposed stay-behinds had previously weathered WWII in the territory, a conflict that saw Japanese troops occupy several islands in the Western part of the state.

One of the proposed operatives was a 45-year-old hunting guide in Anchorage. Another was a native-born Alaskan who was a medical doctor and avid outdoorsman who had helped the local agents in cases from time to time. A third was a 69-year-old Italian immigrant who had come to Alaska during the Klondike Gold Rush as a teenager and was considered something of a local legend. Another immigrant, a Croatian who the FBI noted was rumored to have been a bootlegger during the Prohibition-era, owned an area bar and hotel. In all, the youngest considered was 29-years of age, while the bulk were over age 35. A third were big game hunters and guides, with the famous Holger Larsen, the bush-pilot head of the U.S. Fish & Wildlife Service in the state, instrumental in helping the Bureau with its recruiting efforts.

The men selected by the local FBI agents were typically older, seasoned outdoors-men, familiar with the privatizations of Alaska after decades of hunting, mining and other pursuits. Some were local legends.

Many of the men owned boats or small airplanes and were skilled in their use in the poorly-mapped state. Others had dog teams. About a third already had experience using radios. All were known to the Bureau as dependable and had –mostly– clean records. Most had occupations and pursuits that had required them to travel across broad swaths of Alaska and knew the vast and rugged territory like the back of their hand after a lifetime of adventures. Some were employed by local and state governments in survey, conservation and road work. The skillset was unlike any that could be taught.

What had to be explained to the planned 75-100 operatives across the state to be recruited, was a crash course in being a hidden agent. Initially each man– there were no women– was to be given about two weeks of intense training in the Washington D.C area by and FBI subject matter experts in aircraft and ship recognition, Russian language, firearms, first aid, bacteriological and nuclear warfare and, most importantly, sending and receiving coded messages via hidden radios.

When it came to codes and ciphers, each was trained in the use of pocket-sized Diana Cryptosystem one-time pads, double meaning words to signal distress, and issued a common paperback novel– for example the 25-cent pulp “Trouble on the Border” by Gordon Young– as an emergency key.

This would later be expanded to include the use of secret writing to include “damp pressure” and “aniline pencil” methods. They were also prepped in techniques known to be used by the Soviets in the past to ferret out espionage agents.

Finally, each trainee was given courses in selecting and training subagents and informants, close in use of knives, and defensive tactics such as disarming assailants.

Although each candidate was approached quietly by the FBI to gauge their willingness to participate in the program– which was voluntary– they were to be paid for training ($150 per week plus $11 per diem for expenses, about $1,500 and $100, respectively, in today’s greenbacks) and, naturally, in the event of their activation in standby periods and full-scale invasion. To hide the fact from local bankers who may talk in small communities and blow the operative’s cover, each had a bank account established at a bank in the lower 48 to which their payments were made. The recruit was vetted locally before they were recruited, then given a more extensive background check prior to their travel to Washington. A cursory medical exam by an Army doctor at Fort Richardson “for deformity” was also part of the onboarding process.

By the end of June 1951, three operatives had been trained and another 75 were in the recruiting pipeline. Four dedicated FBI agents in Anchorage were detailed to the run the top-secret program, which had become known by that time as Operation STAGE.

Earnest efforts were made to maintain the secrecy of the sleepers’ identity. All the stay-behinds were given a cover name. At no time during the recruitment or training process did any operative learn about the identity of others in the program. Candidates were never told about other stay-behinds, always met with controlling agents one-on-one, and traveled to training alone. Classes, staggered to begin every three days, were attended by only a single student and the instructors. Stay-behinds were forbidden to talk about the program or their new job to anyone outside of their handler, including their family, and were coached to provide cover stories about their travel, for which the FBI would help provide receipts and items such as postcards and fake documents to support.

Correspondence for the program was directed to a Post Office Box secured at the Anchorage Post Office in the name of Alfred Burr. The program was handled from Room #1533 in the Anchorage FBI office on a strict “need-to-know” compartmentalized basis. When the balloon went up, the six personnel at the office familiar with STAGE were to be evacuated from the state after destroying their files, with a backup set of files maintained in Washington.

Once the stay-behinds returned to Alaska from training, they were encouraged to become civilian “ham” radio operators to provide cover for their regular practice sending and receiving coded transmissions from an FBI agent in the Anchorage office that had been given 45-hours of radio training in Washington for that purpose. In the event of activation, pre-planned radio call signs, protocols and frequencies were established.

Still, the program plodded along. By late July 1951, the first dedicated escape and evasion stay behinds, with orders to help shepherd downed aircrew to “Free America” or Canada, were sent off for training.

At times, typical Washington bureaucracy reared its head in Kafkaesque ways. One memo, ordering 504 pencils for the use of the stay-behinds, specified that the writing instruments should logically not be stamped “property of the U.S. Government” and that “we do not want all the pencils to look alike.”

Another round of memos debated the value of planned parachute training for operatives, with the main issue being increased per diem costs to Uncle Sam at a time of tight budgets. Still another urgent radiogram requested a cash increase of $1,000 to the Anchorage office as two trainees were scheduled to come and get $500 advances and the office was low on funds.

Further, to protect the carefully manicured persona of the suit-wearing college-degreed FBI special agents that Hoover had spent decades nurturing, it was specifically ordered that the stay-behinds, characteristically flannel and wool-clad backwoodsmen, should never be termed “agents,” and instead be referred to only as “contacts” or “informants.” Similarly, use of the word “spy” was forbidden.

By August 1951, an effort was made to scout out hidden cache locations for the stay-behinds at abandoned mines, cabins and ghost towns, each to include a full year’s worth of food, survival gear, radios, generators, and other supplies sealed in weatherproof packaging along with shelter for the operative and a guest. The list of recommended supplies was immense for each location, to include as many as 5,000 gallons of gas, a tractor, three tons of fuel oil for heating, 150 pounds of canned meats, 400 pounds of dried fruits and vegetables, extensive fishing kits and lockers full of clothes. It was estimated that each location would take a team of six men a period of 10-days to install and cost some $2,800 to complete. When you multiply this by 75-100 planned stay-behinds, it was a small fortune.

This drew fire from Hoover, who penciled on one memo on the cache proposal, “What about this? Are we left holding the bag with no assistance?”

Then, on Sept. 17, 1951, the rug was pulled out from under the feet of the STAGE program with Hoover personally firing off an order to shutter the operation and for agents in Anchorage to tell stay-behinds that the FBI was pulling out of the operation– although redacted documents infer that other unnamed agencies or services had expressed interest in stepping into the Bureau’s now-vacated spot. By November, the program had been wound down as far as the FBI was involved, although the Anchorage office would continue to process background checks on stay-behinds for several additional months, possibly in support of whatever “unnamed agency” or service had poked its nose into the program. In all, just 20 stay-behinds completed FBI training of the 78 selected and cleared. Some 140 individuals were considered. According to meticulous records, the law enforcement agency spent $10,260.62 on the program– about $100K in today’s dollars, which was a bargain for what was accomplished.

As for Alaska, the invasion never came, but the more than 2,100-pages of documents related to STAGE were only recently declassified after some 50 years.

Mossberg…now in a pistol

In honor of their 100th Anniversary, Mossberg has announced a return to the type of platform they launched with in 1919 — a compact pistol.

Announced Thursday, the new 9mm Mossberg MC1sc pistol weighs some 22-ounces while fully loaded (19 empty), largely due to its polymer frame. Billed as ideal for every day carry, the new pistol boasts a 6-round flush-fit and 7-round extended magazine while a 3.4-inch barrel translates to a 6.25-inch overall length. As such, it is about the same size as the standard Glock 43 which boasts the same magazine capacity.

The problem is, with so much market share already invested deep in the Ruger LC9/EC9, S&W Sheild, HK VP9SK, and the G43, I feel like this pistol will get about as much love as the Taurus AR15 or Remington R51.

Kitchener surely would eat his hat

Either the British Army likes a challenge, or they’re scraping the bottom of the barrel for recruits in this day and age of social media warriors and selfie-lovers. The new recruiting campaign to bring the Army to its authorized strength (to include women in the infantry) and keep it there is reaching out for a modern generation.

Thus:

In a twist, this fine lad, Scots Guardsman Stephen McWhirter, says his image was used by the Army in the campaign without his knowledge and it has put him right off and he intends to leave the service. So, the campaign has so far had the opposite effect.

The Defence Select Committee was told in October that it had 77,000 fully trained troops compared with a target of 82,500, which doesn’t sound like a huge shortfall, but when you consider that the British Army is facing deployments all over the world and is at its smallest size since 1793 when it had contracted to just 40,000 in the aftermath of the Revolutionary War (its lowest 19th Century mark was 90,000 in 1838, two decades after Napoleon had been sent to St. Helena).

Of course, the posters are a riff on British Field Marshal Lord Kitchener’s “Wants You” posters first fielded in 1914 to help recast the battered (and all-volunteer) British Expeditionary Force on the Western Front after the original regulars, The Old Contemptibles, had been bled white at the Marne and Ypres.

“Britons: Lord Kitchener Wants You. Join Your Country’s Army! God save the King.”

Notably, the new posters do not include the finger-pointing. Probably too aggressive.

Kitchener was not available for comment.

Meanwhile, on 28 Dec 2018, Army Capt. Louis Rudd, 49, became the first Briton to cross Antarctica solo, unsupported and unassisted.

“Using all the training and experience gathered from his 33-year military career, Lou hauled 165kg of kit and food supplies for 1500km across the driest, coldest and most inhospitable continent on the planet. Originally anticipated to take up to 75 days, to achieve this feat in 56 is extraordinary,” noted the Army.

Rhyme of the McCampbell’s Mariner

The traditional New Year’s Day poem in the ship’s deck log at the stroke of midnight goes back generations in both the U.S. Navy and Coast Guard dating back to at least the 1920s.

Ens. Lauren Larar (USNA 2018), on watch aboard the Arleigh Burke-class guided-missile destroyer USS McCampbell (DDG 85), penned the first for the Navy this year as the ship had passed the International Date Line in the Pacific:

Named for CAPT. David S. McCampbell, an Alabamian who went on to become a Medal of Honor and Navy Cross recipient who was the Navy’s leading ace in World War II (34 victories with VF-15 in a six-month period in 1944, flying F6F Hellcats, later serving as CAG of USS Essex), DDG-85 was built at Bath and commissioned in 2002. McCampbell is assigned to Destroyer Squadron 15 and forward-deployed to Yokosuka, Japan. Her skipper is Cmdr. Allison Christy.

New Glock Slim models inbound

Meet the new 9mm 10+1 capacity Glock 43X and Glock 48. Two guns with the same frame, the 43X runs 6.06-inches long while the G48 is 6.85-inches (which makes it eligible for import to Canada) and yes, both are two-tone.

Sure to be the buzz of SHOT Show this month, the official release date is 21 January but most Glock retailers are already taking preorders for about $475~ in the standard models, $500 with Glock night sights and $575 with Ameriglos, although your mileage may vary.

Black Ponies at 50

Vietnam War-era patch for the Black Ponies of Light Attack Squadron (VAL) 4 via NAAM

On 3 January 1969, the Navy established Light Attack Squadron (VAL) 4, the famed “Black Ponies.”

Prior to its disestablishment on 10 April 1972, the squadron flew OV-10 Broncos on hot-and-heavy close air support missions in the Mekong Delta of South Vietnam supporting not only Navy and Marine forces but also ARVN, South Vietnamese Navy, and U.S. Army detachments as well. It was a wild 40-month ride, all of it in forward-deployed.

Here at LSOZI, we are going to take off every Wednesday for a look at the old steam/diesel navies of the 1833-1946 time period and will profile a different ship each week. These ships have a life, a tale all their own, which sometimes takes them to the strangest places.- Christopher Eger

Warship Wednesday, Jan. 2, 2019: Splinter No. 330 of 448

Here we see the mighty 110-foot Submarine Chaser No. 330 of the U.S. Navy en route across the Atlantic, circa September-October 1918, to take the fight to the Kaiser’s unterseeboot threat. The hearty little class, more akin to yachts or trawlers than warships, were hard to kill and gave unsung service by the hundreds, with SC-330 one of the longer-lasting of the species.

In an effort to flood the Atlantic with sub-busting craft and assure the U-boat scourge was driven from the sea, the 110-foot subchasers were designed by Herreshoff Boat Yard Vice President, the esteemed naval architect Albert Loring Swasey (Commodore of the MIT Yacht Club in 1897) on request of Asst Naval Secretary Franklin D. Roosevelt in 1916 and rushed into construction the next year. It was believed the vessels could be rushed out via commercial boat yards at $500K a pop.

Derided as a “splinter fleet” the SCs were built from wood (the most excellent Subchaser Archives says “Frame/floors: white oak. Planking: yellow pine. Deck planking: Oregon pine”), which, when powered by a trio of Standard 220-hp 6-cylinder gasoline (!) engines, a 24~ man crew could get the narrow-beamed vessel underway at a (designed) top speed of 18 knots, which was fast enough for U-boat work at the time.

Armed with a 3″/23cal low-angle pop gun forward– which was still capable of punching a hole in a submarine’s sail or pressure hull out to 8,000 yards– a couple of M1895 Colt/Marlin or Lewis light machine guns for peppering periscopes, and assorted depth charges (both racks and projectors), they were dangerous enough for government work.

To find their quarry, they were equipped with hydrophones produced by the Submarine Signal Company of Boston (which today is Raytheon), of the C-tube and K-tube variety.

As noted by no less authority than Admiral William S. Sims in a 1920 article reprinted in All Hands in 1954:

“The C-tube consisted of a lead pipe-practically the same as a water pipe which was dropped over the side of the ship fifteen or
twenty feet into the sea; this pipe contained the wires which, at one end, were attached to the devices under the water, and which, at the other end, reached the listener’s ears.”

When a cavitation submarine was near it “showed signs of lively agitation. It trembled violently and made a constantly increasing hullabaloo in the ears of the listener.”

Besides escorting coastal convoys (subchasers had short legs) and watching for surfaced boats, 3-packs of the hardy little vessels would drift and listen, their K-tubes and C-tubes in the water, depth charges at the ready.

From Sims:

The three little vessels, therefore, drifted abreast-at a distance of a mile or two apart-their propellers hardly moving, and the decks as silent as the grave; they formed a new kind of fishing expedition, the officers and crews constantly held taut by the expectation of a “bite.” The middle chaser of the three was the flagship and her most interesting feature was the so-called plotting room. Here one officer received constant telephone reports from all three boats, giving the nature of the sounds, and, more important still, their directions. He transferred these records to a chart as soon as they came in, rapidly made calculations, and in a few seconds, he was able to give the location of the submarine. This process was known as “obtaining a fix.”

The first of the class, SC-1, was built at Naval Station New Orleans and commissioned in October 1917. Others were built at Mare Island, New York (Brooklyn), Charleston, Norfolk, and Puget Sound Naval Yards; by Matthews Boat in Ohio, Hodgdon Yacht in Maine, Hiltebrant in Kingston, College Point Boat Works, Mathis Yacht in New Jersey, Barrett SB in Alabama, Great Lake Boat Building Corp in Milwaukee…well, you get the idea…they were built everywhere, some 448 vessels over three years.

Our subject, SC-330, was handcrafted with love by the Burger Boat Co., Manitowoc, Wisconsin— the only such craft built by the yard– and commissioned on 8 February 1918. Of note, Burger is still in the yacht biz today.

She cut her teeth with the early submarine hunter-killer group centered around the Paulding-class four-piper destroyer USS Jouett (DD-41) on the East Coast.

Assigned to Division 12 of Submarine Chaser Squadron 4 for service overseas during the Great War, SC-330 headed overseas in September 1918, ending up in the Azores.

Rushed into service, at least 121 of the 110s made it “Over There” before Versailles, including no less than 36 that operated in the Med from the island of Corfu. Not bad for ships that only hit the drawing board in late 1916.

The boat carried two officers, a CPO, five engine rates, three electricians (radiomen), a BM, a QM, 3 hydrophone listeners, a couple of guys in the galley, and 5-7 seamen. Crews were often a mix of trawlermen serving as rates, Ivy League yachtsmen as officers, and raw recruits making up the balance. In many cases, the Chief was the only regular Navy man aboard. Life was primitive, with no racks, one head, and hammocks strung all-round.

Most crews went from civilian life to getting underway in just a few months. The fact that these craft deploying to Europe did so on their power– effectively in a war zone as soon as they left brown water on the East Coast– with very little in the way of a shakedown is remarkable.

The ships did what they could and, when used in a littoral, performed admirably. For example, a squadron of 11 of these chasers screened the British-French-Italian naval forces during the Second Battle of Durazzo in Oct. 1918, destroying mines that threatened the bombarding ships and driving off an Austrian submarine trying to attack the Allied fleet.

However, when in the open ocean, things could get real for them.

As noted by an Irish site referencing the 30 110s under Capt. A.J. Hepburn who arrived in August 1918:

The 110 foot subchaser was a fine sea boat, but was never designed to withstand the wild Atlantic seas off Ireland. Constant leaks from decks and windows, choking petrol fumes in the officers quarters, and constant seasickness from the rolling motion, were the lot of crews of these craft.

In heavy weather they would be almost awash, with only the pilot house showing above the waves. The depth charge racks were felt to be too heavy and made the vessels prone to taking seas over the stern. Many reports of German submarines from coastwatchers and others were actually subchasers ploughing through heavy seas.

Once the war ended, SC-330 was sent back to the States, served in Gitmo for a time, and was laid up on the Gulf Coast in 1919.

SC-330 caught a reprieve. In the summer of 1920, she was sent up the Mississippi River system and served on semi-active duty through the 1920s and 30s, training Naval Reservists in the Midwest. As such, the little boat and those like her cradled the USNR through the interwar period, and, without such vessels, WWII would have looked a lot different.

Of her 448 sisters, more than 100 were transferred to the French during the war, some to the Coast Guard in the 1920s, and most liquidated by the early 1930s as they grew long in the tooth. Wood vessels with gasoline engines weren’t highly desired by the Navy at the time, after all.

USCGC Vaughan, ex-USS SC-152, was built by the Gibbs Gas Engine Co., Jacksonville, FL but served her career in Coastie White off Key West and San Diego during Prohibition. With Volstead on its way out, she was decommissioned on 28 March 1928 and sold. Her end is similar to most SCs., discarded before they had 10 years on their rapidly deteriorating wooden hulls.

Few of the 110s survived the Depression on Uncle’s inventory and SC-330 was the only one of her 100-ship block (from SC 301-400) to serve in WWII, likely continuing her role as a training ship. As most of her life had been spent in freshwater– usually wintering ashore to keep out of the ice– this likely contributed to her longevity.

Only about a dozen or so 110s were carried on the Naval List during the Second World War. (The other 12 were: SC-64, SC-102, SC-103, SC-185, SC-412, SC-431, SC-432, SC-437, SC-440, SC-449, SC-450, SC-453, one of which was lost and three were retired before the end of the war. In addition, SC-229 and SC-231 were in USCG service as the cutters Boone and Blaze, respectively). Most were in YP or training duties, although some did mount ASW gear to include mousetrap bomb throwers and depth charges, just in case.

SC-33 was one of the last four of her type in service, decommissioning and struck from the Navy Register on 22 June 1945, then transferred to the War Shipping Administration on 8 October 1946. (The only longer-lasting 110s were: SC-431 transferred to WSA on 12/9/46, SC-437 on 3/21/47, and SC-102 on 1/3/47).

While these craft are all largely gone for good, extensive plans remain of the vessels in the National Archives.
