Note: on the road again this week enjoying some quiet time at a suppressed AR course at Gunsite, so our Warship Wednesday is a little abbreviated. Will be back to full-length WWs next week!

Above we see the one-of-a-kind research submarine USS Albacore (AGSS-569) as I found her three weeks ago in Portsmouth, New Hampshire, landlocked as she has been in a custom-made display cradle along Market Street since 1985. While not an armed warship, Albacore was the bridge between all of the WWII-era fleet boats turned GUPPY just after the war as a result of lessons learned from advanced German U-boats, and today’s nuclear hunter-killers and boomers.

The third U.S. Navy ship to carry the name, as noted by DANFS:

The advent of nuclear power nourished the hope that such warships could be produced. The effort to achieve this goal involved the development of a nuclear propulsion system and the design of a streamlined submarine hull capable of optimum submerged performance.

Late in World War II a committee studied postwar uses of atomic energy and recommended the development of nuclear propulsion for ships.

Since nuclear power plants would operate without the oxygen supply needed by conventional machinery, and since techniques were available for converting carbon dioxide back to oxygen, the Navy’s submarine designers turned their attention to vessels that could operate for long periods without breaking the surface. Veteran submariners visualized a new type of submarine in which surface performance characteristics would be completely subordinated to high submerged speed and agility. In 1949 a special committee began a series of hydrodynamic studies which led to a program within the Bureau of Ships to determine what hull form would be best for submerged operation. The David Taylor Model Basin tested a series of proposed designs. The best two, one with a single propeller and the other with dual screws, were then tested in a wind tunnel at Langley Air Force Base, Va. The single-screw version was adopted, and the construction of an experimental submarine to this design was authorized on 25 November 1950.

Commissioned 6 December 1953 after three years of construction at Portsmouth NSY, her motto was Praenuntius Futuri (“Forerunner of the Future”) and she endured in the fleet until 1972 when she retired.

She is very well preserved, including her innovative control room.

I also found her extremely cramped, even more so than the 311-foot fleet boats that I have toured.

Her great handicap across her career was her GE GM EMD 16-338 “pancake” diesel engines, which stood some 13.5-feet tall and were about as wide as a refrigerator.

Cranky, they were also used on the six postwar Tang-class (SS-563) submarines until they were replaced with more reliable ten-cylinder Fairbanks-Morse opposed-piston 38D 8-1/8 diesels, leaving Albacore to languish with her cakes until she had exhausted all her spares.

Still, Albacore was a pioneer when it came to American sub tech, and the three boats of the follow-on Barbel-class– the last diesel-electric propelled attack submarines built by the U.S. Navy– were only a few feet longer than the test sub. Powered by Fairbanks-Morse diesels, the Barbels remained in fleet service as late as 1990.

Not to mention her features used on SSNs and SSBNs.

Contract tea leaves

Last Friday had a bunch of interesting contract announcements including $450M from the Army to General Atomics for a kind of undetailed drone award (Predator, Gray Eagle, or something better?), while the Navy dropped over $70 million split between Ingalls, Lockheed, Martin-Marietta, Bollinger, Austal, Gibbs, and Hadal to keep working on drone boats. Interesting, the latter of these is specifically for “using spiral winding technology to lower the cost of high-quality carbon fiber composite unmanned underwater vehicle (UUV) hulls.”

This comes after at least four large unmanned surface vessels were used in the latest RIMPAC exercises this summer and the Royal Navy just welcomed a similar vessel– XV Patrick Blackett— into their fleet.

The announcements, should you be curious:

General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $456,246,389 cost-plus-fixed-fee contract for engineering and technical services required to accomplish research, development, integration, test, sustainment and operation for unmanned aircraft systems. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of July 27, 2027. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-22-D-0025).

Huntington Ingalls Inc., Pascagoula, Mississippi, is awarded a $13,071,106 firm-fixed-price modification to previously awarded contract N00024-20-C-6319 for continued studies of a large unmanned surface vessel. This contract modification includes options which, if exercised, would bring the cumulative value of this contract modification to $ 15,071,106. Work will be performed in Pascagoula, Mississippi, and is expected to be completed by September 2024. If all options are exercised, work will continue through September 2024. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $149,998 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Lockheed Martin Corp., Baltimore, Maryland, is awarded an $11,320,904 firm-fixed-price modification to previously awarded contract N00024-20-C-6320 for continued studies of a large unmanned surface vessel. This contract modification includes options which, if exercised, would bring the cumulative value of this contract modification to $15,070,904. Work will be performed in Moorestown New Jersey, and is expected to be completed by September 2024. If all options are exercised, work will continue through September 2024. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $149,941 will be obligated at time of award and will not expire at the end of the current fiscal year. Marinette Marine Corp., Marinette, Wisconsin, is awarded a $10,212,620 firm-fixed-price modification to previously awarded contract N00024-20-C-6317 for continued studies of a large unmanned surface vessel. Work will be performed in Marinette, Wisconsin, and is expected to be completed by September 2024. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $149,841 will be obligated at time of award and will not expire at the end of the current fiscal year. Bollinger Shipyards Lockport LLC, Lockport, Louisiana, is awarded a $9,428,770 firm-fixed-price modification to previously awarded contract N00024-20-C-6316 for continued studies of a large unmanned surface vessel. This contract modification includes options which, if exercised, would bring the cumulative value of this contract modification to $13,958,770. Work will be performed in Lockport, Louisiana, and is expected to be completed by September 2024. If all options are exercised, work will continue through September 2024. Austal USA LLC, Mobile, Alabama, is awarded a $9,115,310 firm-fixed-price modification to previously awarded contract N00024-20-C-6315 for continued studies of a large unmanned surface vessel. This contract modification includes options which, if exercised, would bring the cumulative value of this contract modification to $13,285,309. Work will be performed in Mobile, Alabama, and is expected to be completed by September 2024. If all options are exercised, work will continue through September, 2024. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $149,878 will be obligated at time of award and will not expire at the end of the current fiscal year. Gibbs & Cox Inc., Arlington, Virginia, is awarded an $8,981,231 firm-fixed-price modification to previously awarded contract N00024-20-C-6318 for continued studies of a large unmanned surface vessel. This contract modification includes options which, if exercised, would bring the cumulative value of this contract modification to $15,071,231. Work will be performed in Arlington, Virginia, and is expected to be completed by September 2024. If all options are exercised, work will continue through September 2024. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $149,899 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hadal Inc.,* Oakland, California, is awarded an $8,222,536 cost-plus-fixed-fee contract for the Low Cost Spiral Wound Hull that supports multiple payloads. This contract provides for using spiral winding technology to lower the cost of high-quality carbon fiber composite unmanned underwater vehicle (UUV) hulls. The contractor shall develop UUV hull designs and components suitable for spiral winding. In the base effort, the contractor shall develop and prototype the first generation spiral wound hulls, associated internal housings and payload deployment systems to assess the technology maturity. The contract also contains three unexercised options, which if exercised would increase cumulative contract value to $23,604,065. Work will be performed in Oakland, California, and is expected to be completed by July 28, 2026. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $8,222,536 are obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured under N00014-22-S-B001 long range broad agency announcement (BAA) for Navy and Marine Corps Science and Technology dated Oct. 1, 2021. Since proposals are received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown. The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-22-C-2023).

Outfitting the Angels

Also, with the 11th “Arctic Angels” Airborne Division being stood up in Alaska, there is lots of cold weather kit being ordered, which would seem to point to the U.S. Army getting serious about fighting in polar regions. This included $10M for CTAPS suits and another $9M for canteens that won’t freeze. Of note, the completion date on both is in next year rather than the more traditional five years. Take what you will from that:

Bids were solicited via the internet with one received. Work will be performed in Vienna, Virginia, with an estimated completion date of April 28, 2023. Fiscal 2022 operation and maintenance, Army funds in the amount of $10,622,966 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QY-22-C-0038).

SourceAmerica, Vienna, Virginia, was awarded a $9,099,930 firm-fixed-price contract for cold weather canteens. Bids were solicited via the internet with one received. Work will be performed in Vienna, Virginia, with an estimated completion date of Nov. 30, 2023. Fiscal 2022 operation and maintenance, Army funds in the amount of $9,099,930 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QY-22-C-0036).

While assigned to the Middle East Force from September to December 1990, the Pascagoula-built Spruance-class destroyer USS O’Brien (DD-975) participated in maritime interdiction as part of Operation Desert Shield. Conducting Persian Gulf patrols in support of the United Nations embargo on Saddam’s Iraq, O’Brien investigated over 400 vessels.

Aboard for part of that cruise was naval artist John Charles Roach who chronicled some of the work.

Decommissioned while still in her prime on 24 September 2004 with only 27 years on the Navy List, O’Brien was sunk as a target off Hawaii by USS Lake Erie (CG-70), HMCS Vancouver, and USN aircraft, on 9 February 2006.

Navy Turns to Charters to fill ATF/ARS/ATS roles

Back in the day, the Navy ran its own salvage ships (ATS), salvage rescue ships (ARS), submarine rescue ships (ASR), and fleet tugs (ATF), amassing a giant fleet of such hard-working niche auxiliaries in the 1940s. However, in the general rush to save dollars after the end of the Cold War, the Navy transferred all the above to the civilian mariner-manned Military Sealift Command, thus removing any armament and converting them from commissioned ships on the NVR to cheaper-to-run non-commissioned naval ships, i.e., the USS Safeguard (ARS-50) became USNS Safeguard (T-ARS-50). Still haze gray, still underway, just with civilian crews on contract to MSC. Plus, it was thought the U.S. Navy Supervisor of Salvage could fly out equipment to commercial vessels as needed, because that is a valid line of thinking when the bullets start flying.

Of course, we’re not getting into the risk to civilian mariners manning such vessels in time of war, but nonetheless, the Navy has slowly allowed even this aging salvage, rescue, and tug force to wither away. Today, the MSC only has 14 of these Service Support (PM4) category ships, two of which are the hospital ships USNS Comfort and Mercy.

When it comes to tugs, there are the last two (of seven built in the 1970s-80s) Powhatan-class: USNS Catawba (T-ATF 168) and USNS Apache (T-ATF 172), with the latter recently retired but not disposed of yet. This is fleshed out by the 4,066-ton/276-foot MV Gary Chouest, manned on a long-term lease.

Submarine and SPECWAR support vessels include the leased MV Kellie Chouest, MV HOS Dominator, MV Malama, and the government-owned USNS Black Powder (T-AGSE 1), USNS Westwind (T-AGSE 2), USNS Eagleview (T-AGSE 3), and USNS Arrowhead (T-AGSE 4), all generally oil field supply boats purchased or leased from operators in the Gulf.

The only two salvage and rescue ships left are the two final 3,336-ton/255-foot Safeguard-class vessels USNS Grasp (T-ARS 51) and USNS Salvor (T-ARS 52). Commissioned in the mid-1980s, they were decommissioned and transferred to the MSC in 2006.

With that, we have the following contract announcements made in the past week, specifically running the above-mentioned MV Gary Chouest and adding the MV HOS Rosebud from Hornbeck Offshore to the game:

Alpha Marine Services LLC, Cut Off, Louisiana, is awarded a $12,656,010 firm-fixed-price option (P00005) with reimbursable elements contract N3220521C4030 for the long-term charter of one U.S.-flagged Jones Act offshore supply vessel, MV Gary Chouest, to support Navy fleet requirements for towing, diving and salvage operations, submarine rescue, and training exercises. This contract includes a 12-month base period with two 12-month option periods, which, if exercised, would bring the cumulative value of this contract to $38,008,507. Work will be performed primarily in the Atlantic Ocean and is expected to be completed, if all options are exercised, by July 29, 2024. Fiscal 2022 working capital (Navy) funds in the amount of $12,656,010 are obligated for the option period and will not expire. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and two offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220521C4030).

And:

Hornbeck Offshore Operators LLC, Covington, Louisiana, was awarded an $8,766,200 firm-fixed-price contract (N3220522C3102) for the operation and crewing of one Jones Act-qualified, U.S.-flagged vessel to support the Navy’s submarine fleet operational and rescue requirements. This contract includes one 182-day base period, one 182-day option period, and one 120-day option period, which, if exercised, would bring the cumulative value of this contract to $19,336,200. The vessel, HOS Rosebud, will provide support for Navy operations in the Atlantic Ocean. Working capital funds (Transportation) in the amount of $8,766,200 are obligated for fiscal 2022, and will expire at the end of the fiscal year. This contract was competitively procured with proposals solicited via the System for Award Management website, and one offer was received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220522C3102). (Awarded July 20, 2022)

The plan is to finally put much of the above out to pasture with the eight planned new Navajo-class rescue and salvage ships building at Bollinger and Austal.

At 5,100 tons they will be a much-needed shot in the arm for such neglected yet vital work, although they will still be MCS vessels.

Shades of Prime Chance

Back at the hottest part of the Iran-Iraq Tanker War in 1987-89, Operation Prime Chance saw Army Little Birds and AH/OH-58Ds “Sea Cavalry” of Task Force 118 deploying from FFGs and two leased Brown & Root crane barges dubbed Mobile Sea Base Hercules and Mobile Sea Base Wimbrown 7. Set up in the Northern Persian Gulf, the latter supported eight MkIII 65-foot patrol boats and an array of Army AH-64D Longbow Apaches and Navy Seahawks for C-SAR while they were protected by Marine air defense units to pop interloping low-flying tangos.

Fast forward to today and Joint Task Force-Bravo, part of 4th Fleet/SOUTHCOM, this week posted these images of Army UH-60s conducting deck landing qualifications with the USS Billings (LCS 15) while some 50 miles off the coast of El Salvador recently. In all, 14 pilots and 14 crew chiefs accomplished the deck landing qualification. The training was conducted using four Black Hawk UH-60L helicopters of 1st Battalion, 228th Aviation Regiment (1-228) equipped with pylon systems.

Of course, this shows the utility of the LCS platform as a forward arming and refueling point and mothership just outside of shore fires while the vessel carries a modicum of self-protection capability, at least against a Third World adversary. 

Via JTF-B: 

The training took place approximately 50 miles off the coast of El Salvador and involved five landings by each crew across two-days of training. The deck landing capability is somewhat unique for U.S. Army aircrew who primarily operate over land.
 
“The capability to be ready when called upon for over-water mission support is critical in Central America,” said U. S. Army Lt Col. Charles Hall, commander, 1st Battalion, 228th Aviation Regiment. “The skills and confidence these aviators gained through our Joint relationship with the Navy extend our capability to support our Central American partners in the region we live and operate.”

While the LCSs are controversial, it is precisely this type of (wait for it) littoral contingency operation the vessels were intended for, and the Freedom-variant, with its trimaran hull, low signature, shallow draft, and large helicopter deck excel at.

Typically, the Freedom-variant LCSs have been deployed in the past couple of years with an integrated combination of a single multi-mission MH-60S Knighthawk helicopter and two radar-capable MQ-8B Fire Scout drones along with five pilots, four aircrewmen, and 16 maintainers.

As the Fire Scouts can remain airborne for 5 hours at a time up to 100 miles away from the host, and carry a day/night day real-time ISR target acquisition and maritime search radar, they can prove a powerful force modifier that the old Prime Chance crews would have loved.

The more capable MQ-8Cs, which are coming online, have double the range and endurance as well as a Leonardo AN/ZPY-8 (Osprey) radar system, giving it better “eyes” than the MH-60S.

Ironically, based on the Bell 407 airframe, the MQ-8C series is, at its heart, the same aircraft that the Army used as the OH-58D Kiowa Warrior which was used in Prime Chance/Desert Storm from the deck of Navy FFGs. It will be nice when the Charlie models start carrying ordnance.

PT. MUGU, Calif. (Oct. 31, 2013) An MQ-8C Fire Scout unmanned aerial vehicle takes off from Naval Base Ventura County at Point Mugu. The Navy’s newest variant of the Fire Scout unmanned helicopter completed its first day of flying Oct. 31 with two flights reaching 500 feet altitude. The MQ-8C air vehicle upgrade will provide longer endurance, range, and greater payload capability than the MQ-8B. Initial operating capability for the MQ-8C is planned for 2016.

The more things change.

MK25 Gets some Screentime

The “Terminal List,” which debuted earlier this month on Amazon Prime, is based on the best-selling novel by Navy SEAL veteran Jack Carr and follows Navy Lt. Commander James Reece (Chris Pratt) after his entire platoon SEALs is killed in an ambush during a covert mission overseas. Besides Pratt– who has fast become a staple of Hollywood sci-fi/action films, the series stars Constance Wu, Taylor Kitsch, Jeanne Tripplehorn, Jai Courtney, Patrick Schwarzenegger, and, oh yeah, a SIG P226 MK25.

Besides a slew of serious hardware and edged weapons, the MK25 gets a lot of screentime, especially in the first episode, and is even included in the opening credits. The gun is such a key plot point, in fact, that you can’t get two seconds into the trailer for the series without seeing it.

The MK24/25 series P226 models go back to at least the early 1990s in service with the Navy’s frogman corps.

Sweeping on the night shift

The date: the overnight of 22/23 July 1945. U.S. Navy Destroyer Squadron 61 (DesRon 61, CAPT Thomas Henry Hederman), consisting of nine modern Allen M. Sumner-class destroyers USS De Haven (DD-727), Mansfield (DD-728), Lyman K. Swenson (DD-729), Maddox (DD-731), Collett (DD-730), Taussig (DD-746), Blue (DD-744), Samuel N. Moore (DD-747), and Brush (DD-745), sweeps Sagami Bay– lower Tokyo Bay.

With each of the Sumners mounting six 5″/38s, they could get off a tremendous amount of fire when needed.

Detecting a Japanese convoy of four vessels at 2305 while still 33,000 yards away, the chase was on. Closing to within 11,000 yards by 2353, the engagement took just 16 minutes and saw the DDs fire 3,291 5-inch shells and let fly some 18 torpedoes. 

The score? One Japanese merchant ship was sunk– the freighter No.5 Hakutetsu Maru (810 t), and the other, Enbun Maru (7,030 t), damaged. The escorting IJN minesweeper (No. 1) and subchaser (No. 42) were unharmed. The little convoy was carrying a disassembled aircraft factory and was headed to Korea to set up shop, a trip that was aborted after the battle. 

The American losses were zero.

As noted by the National WWII Museum, the engagement, termed today the Battle of Sagami Bay, was “the first time U.S. Navy ships entered the outer reaches of Tokyo Bay since April 1939.”

While DesRon 61 never received a commendation for the action, Halsey himself signaled afterward, pointing out that the force rode heavy post-typhoon seas into the Bay with great effect:

“Commander Third Fleet notes with great satisfaction the success of this well-planned and executed attack.

Commander Destroyer Squadron 61 is to be congratulated on the sound judgment, initiative and aggressive spirit displayed in ‘beating the weather’ to drive this attack home at the very door of the Empire.

You are unpopular with the Emperor. Well done”.

Epilogue

Hederman, an Annapolis grad (USNA ’23) had already earned a Navy Cross with DesRon61 off Okinawa and would retire in the 1950s as a rear admiral.

The nine tin cans would continue in U.S. service through Korea and Vietnam then were disposed of, with several going to overseas allies to live a second life. This included De Haven transferred to South Korea, Mansfield and Collett to Argentina— where they were assigned escort duty for the Argentine carrier Veinticinco de Mayo during the initial invasion of Port Stanley in the Falklands on 2 April 1982. Soon after, the two destroyers picked up the last screening duty for the pride of the fleet, the Brooklyn-class light cruiser ARA General Belgrano (ex-USS Phoenix). Meanwhile, Maddox (of later Tonkin Gulf fame), Moore, Taussig, Brush, and Swenson were sent to Taiwan where they survived for another three decades.

Blue, decommissioned in 1971, was disposed of in a SINKEX in April 1977.

The Old Man Returns to Manage the Joint

In July 1937, some 85 years ago this month, otherwise surface warfare-qualified Capt. William Frederick Halsey Jr. (USNA 1904) arrived at the Naval Air Station in Pensacola– where he had just earned his own wings of gold two years prior, at the age of 52, the oldest person to do so in the history of the U.S. Navy– to assume command of the Cradle of Naval Aviation.

Of course, Halsey would achieve his first star in 1938 and go on to bigger and better things just a few years later, but it was easy to see that, had the events of 1941 not gone the way they did, “Bull” may have been only a quiet command or two away from retiring in the peacetime Navy, and faded into a footnote. 

History is funny like that.

Warship Wednesday, July 20, 2022: Four Stacker Convoy King

One of the massive fleets of 156 Clemson-class flush decker destroyers, like most of her sisters, McCook came too late to help lick the Kaiser. An expansion of the almost identical Wickes-class destroyers with a third more fuel capacity to enable them to escort a convoy across the Atlantic without refueling, the Clemsons were sorely needed to combat the pressing German submarine threat of the Great War.

At 1,200 tons and with a top speed of 35 knots, they were brisk vessels ready for the task.

Carrying a legacy

Our vessel laid down at the Bethlehem Shipbuilding Corp in Quincy, Massachusetts in September 1918, was the first named in honor of CDR Roderick S. McCook, USN. The Ohio-born McCook was appointed a Mid in 1854 at age 15 and gave 28 years to the Navy, including service on the steam frigate USS Minnesota, the gunboat USS Stars and Stripes, and as XO of the monitor USS Canonicus during the Civil War, distinguishing himself in the latter during the assaults on Fort Fisher to the special thanks of Congress and ADM Porter.

U.S. Navy Service

McCook commissioned on 30 April 1919 and, following her shakedown on the East Coast, was folded into the rapidly-shrinking Destroyer Force, Atlantic Fleet. She soon shipped out for Europe at a time when the U.S. was heavily involved in shaping the post-Great War redrawing of the map of that continent and the ensuing cycles of revolution, civil war, and nationalist uprisings.

Once Europe began to quiet down, and the Roaring 20s set in, the Navy found McCook (as well as many other tin cans) surplus to its immediate needs, and she was decommissioned at Philadelphia on 30 June 1922 at laid up.

Her entire active USN service would run 1,157 days– barely enough to get her hull dirty.

Headed to serve the King

With Europe again at war, on 2 September 1940, FDR signed the so-called Destroyers for Bases Agreement that saw a mix of 50 (mostly mothballed) Caldwell (3), Wickes (27), and Clemson (20)-class destroyers transferred to the Royal Navy in exchange for limited basing rights on nine British overseas possessions. Canada would receive seven of these ships including two Clemsons: McCook and her sister USS Bancroft (DD-256).

In respect of Canada’s naming tradition for destroyers, all seven RCN flush deckers were named for Canadian rivers, ideally, those that ran in conjunction with the U.S. border, a nice touch. McCook, therefore, became HCMS St. Croix, so named after the river on the Maine/New Brunswick border, while Bancroft became HMCS St. Francis after the Rivière Saint-François which makes up part of the Maine/Quebec line.

Sailed by scratch USN crews from Philadelphia, McCook was handed over at Halifax on 24 September in a batch of five destroyers.

HCMS St. Croix passed through the anti-submarine gates at Halifax, before receiving her camouflage.

Made ready for local patrol, she joined her first convoy, the Halifax-to-Liverpool HX 080, on 12 October– just 18 days after she was handed over. The seas were not kind to the small destroyer.

As part of the handover, some systems and armament were changed out, after all, McCook had been laid up since 1922 and was all-Yank. Ultimately, three of her four triple-packed torpedo turnstiles were landed as was the aft 4-inch gun, the latter replaced by a British 12-pounder. She also eventually picked up a couple light AAA guns, depth charge racks, British radar (Type 273), medium-frequency direction finders (MF/DF), ASDIC, and depth charge throwers. At least one boiler was removed to increase fuel capacity.

Once modified and updated, she was sent for work with convoys between St Johns and Iceland by April 1941, joining troopship Convoy TC 10.

In October 1941, while part of ON 019A, St. Croix picked up 34 survivors from the Dutch merchant Tuva that was torpedoed and sunk the previous day by the German U-boat U-575 southwest of Iceland.

On 24 July 1942, while part of the outbound ON 113 convoy from Liverpool to Halifax, St. Croix, under command of 40-year-old LCDR Andrew Hedley Dobson, RCNR, she depth-charged U-90 (Kptlt. Hans-Jürgen Oldörp) to the bottom east of Newfoundland after the boat had attacked her convoy the day before. The U-boat took all 44 of her crew with her on her final dive, now 80 years ago this week.

Dobson would earn the Distinguished Service Cross on 25 November 1942 for the U-90 sinking. He was still in command when she shared a second submarine kill with the Flower-class corvette HMCS Shediac (K100), against U-87 (Kptlt. Joachim Berger) off the Iberian coast on 4 March 1943 as part of Convoy KMS 10. A killer, U-87 had accounted for 5 Allied merchant ships (38,014 tons) before Shediac/St. Croix would end her budding career.

Speaking of endings, in the spirit of living and dying by the sword in epic proportions, St. Croix would come under the sights of Kptlt. Rudolf Bahr’s U-305 while escorting convoy ON-202 southwest of Iceland on the night of 20 September 1943. One of the first victims of the newly developed Gnat acoustic torpedo, she took three hits from the weapon and sank in the freezing waters in six minutes.

In all, she had served the RN/RCN for just 1,091 days, two months shy of her USN career.

After surviving 13 hours afloat, some five officers and 76 men who had survived St. Croix’s loss were picked up by the River-class frigate HMS Itchen (K 227) the next morning only to have that ship sunk by a Gnat fired from U-666 on 23 September. A single member of St. Croix’s crew, Stoker William Fisher, survived his second sinking in 72 hours. He was rescued by a Polish merchant ship, the Wisla, along with two men of the Itchen.

As noted by the Canadian War Museum, “St. Croix’s loss was felt nationwide because the crew, as on many Canadian ships, was drawn from across the country.”

For what it is worth, U-666, the slayer of HMS Itchen, the event that also claimed 80 of St. Croix’s waterlogged and traumatized crew, would meet her end in 1944 at the hands of 842 Sqn Swordfish of the British escort carrier HMS Fencer, with all hands lost. The Battle of the Atlantic was unforgiving no matter the flag.

Epilogue

All 2,852 Canadian and Newfoundland sailors and soldiers lost at sea in WWII were added to the Great War’s Halifax Memorial at Point Pleasant Park in 1966. RCN vessels and visiting warships render honors when passing the memorial in daylight.

St. Croix’s lost crew is chronicled in a page at For Posterity’s Sake. 

As for her sisters, seven Clemsons were lost at the disaster at Honda Point in 1923, and 18 (including six used by the British) were lost in WWII including one, USS Stewart (DD-224), which was famously raised by the Japanese and used in their Navy only to be recaptured by the USN and given a watery grave after the war. Notably, the other Clemson-class RCN Four-Stacker, HMCS St. Francis (ex-USS Bancroft) who sailed as escort to 20 convoys and engaged the enemy on five occasions somehow managed to survive the conflict.

Those remaining Clemsons not sold off in the 1930s or otherwise sent to Davy Jones were scrapped wholesale in the months immediately after WWII. Sister USS Hatfield was decommissioned on 13 December 1946 and was sold for scrap on 9 May 1947 to NASSCO, the last of her kind in the U.S. Navy.

The final Clemson afloat, USS Aulick (DD-258), joined the Royal Navy as HMS Burnham (H82) in 1940 as part of the “Destroyers for Bases” deal. Laid up in 1944, she was allocated for scrapping on 3 December 1948, the end of an era.

None are preserved and only the scattered wrecks in the Western Pacific, Honda Point, the Med and Atlantic endure.

Few elements of the first USS McCook— or the first HMCS St. Croix— remain today other than engineering documents in the National Archives.

St. Croix is remembered in maritime art.

Meanwhile, the CFB Esquimalt Naval and Military Museum has an exhibit that includes letters from Stoker Fisher, St. Croix’s sole survivor.

The U.S. Navy quickly reused the McCook name in WWII, christening in April 1942 the Gleaves-class destroyer DD-496 (later DMS-46), sponsored by Mrs. Reed Knox, granddaughter of CDR McCook.

Commissioned on 15 March 1943, McCook received three battle stars for World War Il service, all in the ETO. Sent to the Pacific post-war, she was laid up in 1949 at San Diego then at Bremerton before being sent to the breakers in 1973. She was the last USS McCook.

The Canadians likewise commissioned a second St. Croix, a Restigouche-class destroyer (DDE 256) built in the 1950s in Quebec. The Cold Warrior was a big part of the RCN’s ASW plans until paid off early in 1974 due to constrained defense budgets as part of that grinning fool Pierre Trudeau’s Liberal/socialist policies.

The Many Houses of the late, great, John Paul Jones

That brilliant naval scofflaw, Scottish-born John Paul Jones of “Give me a fast ship, for I intend to sail in harm’s way” and “I have not yet begun to fight!” fame, is credited today by some as “The father of the U.S. Navy.” Of course, he had a spotty record prior to casting his lot with the Revolutionary Colonials in 1775, including more than a decade of service in British merchant and slave ships, a stint that covered a messy incident in putting down a mutiny and being labeled as “unnecessarily cruel” by at least one of his crews.

Between his command of the sloop USS Providence in 1776– which included taking at least 16 British prizes– and becoming the skipper of the new sloop USS Ranger in late 1777, he roomed at the Purcell boarding house in Portsmouth, New Hampshire from which he penned a number of letters. Returning to the area again in 1781-82, after his stint in commanding the short-lived 42-gun USS Bonhomme Richard and before his promised command of the new 74-gun ship-of-the-line USS America could be completed, he once again boarded with the widow Purcell.

This house today is remembered as the John Paul Jones Historic House in the care of the Portsmouth Historical Society, although it was never owned by Jones and he only lived there briefly for two short periods.

Nonetheless, you know I had to stop off there on my recent trip to Portsmouth.

It is a beautiful home, especially right before dusk when you are headed to dinner at the Library Restaurant next door on State Street.

Jones went on to spend time in the service of Catherine the Great (rising to the rank of rear admiral in the Imperial Russian Navy, higher than his American rank), then was found dead in his Paris apartment of nephritis at age 45 in July 1792– 230 days ago this week.

Interestingly, at least two other homes of Capt/RADM Jones exist today including the John Paul Jones Cottage Museum at Arbigland in his native Scotland and the house owned by his brother in Fredericksburg, Virginia, where Jones often stayed.

His current resting place, since 1905, is at Annapolis where he was interred in an ornate marble crypt underneath the iconic Naval Academy Chapel.
